NOTICE OF INTENT TO ADOPT RULES AND REGULATIONS:

WYOMING BOARD OF PROFESSIONAL ENGINEERS AND PROFESSIONAL LAND SURVEYORS - hereby gives public notice pursuant to W.S. § 16-3-103, that it intends to "*amend Chapters 1, 3, 4, 6, and 7*" of its rules. 

 

"*The Board is prepared to take comments on the following proposed rules. *"

*Chapter 1:* General Provisions; Section 3: Regular Meeting.  Change the starting time for the December Regular Meeting.

*Chapter 3:* License and Application Requirements;

Section 2: Land Surveyor Intern Certificate. Clarifies the grade requirement for surveying courses.

Section 4: Professional Engineer Licensure for Applicants with a Doctoral Degree. Clarifies experience requirements. 

Section 5: Professional Land Surveyor Licensure by Examination. Language is added to proactively prepare for a national land surveying exam that will allow the Board to reduce the Wyoming state specific exam.

Section 6: Professional Licensure on the Basis of Comity. Clarifies the ten (10) year fundamental exam waiver pathway

Section 13: Expedited License based on Comity for Military Spouses. Updates language to satisfy 2025 Senate Enrolled Act No. 41.

*Chapter 4*: License Renewal and Continuing Professional Competency Requirements; Section 2: Continuing Education Requirements. Delineates the CPC audit process and clarifies reactivation requests and committee considerations. 

*Chapter 6*: Procedure for Application, Licensure and Disciplinary Matters; Clarifies Audit Committee procedure, Applicant options, and committee steps   

*Chapter 7:* Corner Perpetuation and Filing Act; Aligns state plane coordinate system references with 2024 Senate Enrolled Act No. 01

The Board welcomes all comments and suggestions on the proposed changes to its rules and regulations. *Comments must be received in the Board office, to arrive* *no later than 5:00 p.m. on September 1, 2025*. Individuals may send comments to the above address or by accessing the Comments link on the Board’s webpage at www.engineersandsurveyors.wyo. Any individual who comments on the rules may request that the Board provide a statement of principal reasons for overruling the individual’s comments. If requested, the statement will be issued within thirty (30 days) after the Board’s action. 

 

A public hearing will be held by the Board if requested by twenty-five (25) persons, by a governmental subdivision, or by an association having not less than twenty-five (25) members. Requests for a hearing should be directed to the Board at the above address by the date specified above. Notice of the hearing will be provided to all persons making a timely request therefore.
