How Much Water Is Available for Groundwater Recharge in the Central Valley?

Groundwater recharge is a powerful tool for increasing California’s water supplies and building resilience for dry years, but many groundwater basins remain far from their goals. Can the state boost recharge volumes without harming other water users or the environment? We find that increased flexibility, partnerships, and policy tools could help.
