Dear Ward 8 Residents,

Today is Juneteenth, the oldest nationally celebrated commemoration of the ending of slavery in the United States. What makes this year significantly important is the momentum of the Black Lives Matter movement.

We are in historic times. The world is bearing witness to the increase of support from corporations, government officials, and individuals around the globe advocating for change. There are coalitions making demands to change laws that will protect and liberate people of color against systemic and institutionalized racism and police brutality. The change is happening right now.

This holiday originated in Texas, but it is now celebrated annually on June 19th across the United States.


** The First Juneteenth

"The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere." —General Orders, Number 3 ([link removed]) ; Headquarters District of Texas, Galveston, June 19, 1865

Even with nowhere to go, many blacks felt that leaving the plantation would be their first chance at freedom. Not everyone left. Some "free" blacks remained working for their masters for years, still being whipped and abused as if the military order had never occurred.

Juneteenth is a holiday celebrating the liberation of our ancestors that built the foundation of the country and the sacrifices they made up until their freedom. I am proud to celebrate with people all over the nation, showing honor and respect to this day.

I encourage residents to share the history of this holiday with your children, family and friends. In the words of Malcolm X, "Anytime anyone is enslaved, or in any way deprived of his liberty, if that person is a human being, as far as I am concerned he is justified to resort to whatever methods necessary to bring about his liberty again."

Green/Yellow Lines: Plan for 24/7 Trackwork (Buses Replace Trains) in June & July 2020

Yellow and Green line customers should allow additional travel time through mid-July as Metro performs around-the-clock track work along segments of these lines, including 7-14 day closures of selected stations.

When is this happening?

The work starts June 8 with a 3-week closure of the Yellow Line bridge over the Potomac River. During this time, customers will need to use Blue Line trains for travel between DC and Virginia. Yellow Line trains will operate in Virginia only, between Huntington and Reagan National Airport. Customers in DC and Maryland should use the Green Line instead.

The work continues with additional closures along the Green Line, starting June 14, including buses replacing trains in segments outlined below.

Metro will actively monitor ridership – which is currently extremely light – to ensure that the work does not cause unintended impacts as the region begins the initial stages of recovery from the Covid-19 pandemic.

Why is Metro doing this work, and why now?

Currently, ridership levels are extremely low (down 90-95 percent), and buses are able to run in place of trains without traffic delays. Metro is taking advantage of these conditions to schedule around-the-clock track work in selected areas to keep critical maintenance and reliability projects on schedule. By doing this, Metro is working to offset potential delays to the project schedule as a result of Covid-19 safety protocols, supply chain delays, and workforce availability challenges.

How much additional time should I allow?

Customers should allow about 20 minutes of additional travel time if traveling through one of the work areas below. Shuttle buses will operate more frequently than train service to reduce waiting; however additional time is required for transferring between bus and rail. Shuttle bus service is free, and customers should board through the rear doors of the bus.

Week 1: June 8-13, 2020

Work zone: Yellow LineL’Enfant Plaza to Pentagon

Customer impact:

Week 2: June 14-20, 2020

Customer impact: Free shuttle buses replace trains between Anacostia and L'Enfant Plaza making stops at Navy Yard-Ballpark and Waterfront stations.

Customer impact:

Customer impact:
* Free shuttle buses replace trains between L'Enfant Plaza and Shaw-Howard U stations.
+ Shuttle buses will make an intermediate stop at Gallery Place ONLY.
+ No bus service at Archives or Mt Vernon Square, because these stations are already closed as part of Metro's Covid-19 response.
* L'Enfant Plaza remains open for Green Lineservice toward Branch Ave only. No Green Lineservice toward Greenbelt, and no Yellow Lineservice. Trains on the lower level (Blue Lineand Orange Linelines)will operate normally.
* Shaw-Howard U Station remains open for Green Lineservice toward Greenbelt only. No Yellow Lineservice.
