The Minnesota Office of Administrative Hearings (OAH) announces that Chief Administrative Law Judge Jenny Starr will conclude her six-year term of service on June 30, 2025.

Appointed in 2019, Judge Starr has led the agency through a time of meaningful growth and change. One of her most notable achievements was helping guide the agency’s transition to its new name - the Minnesota Court of Administrative Hearings - a change that clearly reflects the agency’s core mission to uphold justice and fairness for all Minnesotans.

"“It has been the honor to serve as Chief Judge,”" said Judge Starr. "“I’m proud of what we’ve accomplished together and how we have consistently lived out our values of voice, respect, neutrality, trust, understanding, and helpfulness in every part of our work.”"

Judge Starr’s public service career spans nearly two decades and includes roles under Governors Pawlenty, Dayton, and Walz. She has served as an attorney, a state and local tax specialist, and most recently, a protector of due process in Minnesota’s administrative justice system. Her work has centered on increasing access to justice, supporting underserved communities, and building partnerships through creative problem solving and a strong public service ethic.

Reflecting on Governor Walz’s recent commencement address at the University of Minnesota, Judge Starr noted, "“Never let a setback define you. Always find another way to serve.” "She added, "“At this moment, that idea resonates deeply with me. As I step down as Chief Judge, I do so with gratitude, without fear, and with deep love for our great state. I now look forward to finding my next way to serve Minnesota.”"
