PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE NORTH PLATTE RIVER

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for State certification of U.S. Army Corps of Engineers (USACE) Regional General Permit 198226002 Version 8 (RGP 8202-08), for the discharge of dredged or fill material to the North Platte River near Casper, Wyoming. The purpose of the project is to stabilize a 200-foot eroding bank that is encroaching on the Lusby access road while simultaneously decreasing fine sediment contributions, increasing herbaceous and woody riparian vegetation, and improving local trout habitat and downstream spawning habitat. This segment of the North Platte River is designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules, which allows these discharges under certain circumstances. Proposed activities include construction of a bankfull bench with integrated toewood and excavation of an existing pool. To do this, approximately 200 cubic yards (CY) of alluvial and earthen material will be excavated from the existing terrace and pool feature followed by the placement of approximately 200 CY of redistributed materials and wood to re-slope the bank and construct features. It is anticipated that 0.02 acres of new wetlands will be created following construction completion.
