Governor Abbott Signs HB 229, ‘What is a Woman’ Bill into Law! |

Men claiming to be women in Texas, you can stop now! Texas Governor Greg Abbott today signed into law HB 229, The Women’s Bill of Rights (What is a Woman Bill) by Representative Ellen Troxclair. As he declared in his State of the State address, that our government relations director attended in person, Texas recognizes only 2 sexes: male and female. See our press release here.
The law will: |
- Define common sex based terms, such as “male” and “female” that are used in over 100 Texas statutes but have never been defined.

Helps protect single sex spaces like locker rooms and single sex opportunities like sororities and women’s sports.
- Ensures that a person’s “sex” cannot be changed on their birth certificate or driver’s licenses.

This is an exceptional victory for women and girls in the state of Texas! This month has been declared by the U.S Department of Education as “Title IX Month” to commemorate the historic law that allowed for women to gain access to their separate sports and private spaces in order to excel in athletics and education. It was not too long ago that a radical presidential administration tried to redefine “sex” in Title IX to include “gender identity”. Well… if anyone tries to do that again, they won’t be able to in Texas because we accurately define “male” and “female” based on biological reality. You don’t mess with Texas women!!!
By now you might have heard about our good friend Brooke Slusser, who roomed with, undressed in front of, and played volleyball with a man saying that he is a woman. Well that young man will have to read HB 229 and learn that the definition of woman in state law means that not sort of “kit” can be used to make him legally a woman. |

We could not have achieved this great victory without the hard work of Representative Ellen Troxclair who authored and championed the bill in the Texas House and Senator Mayes Middleton who sponsored it in the Senate.

It took hours of research, communication with members, media interviews, testimony in committee hearings, actively watching floor debates and negotiating by your Texas Values team to see this great bill make it across the finish line. |
