Senate Finance Committee Moves to End Solar and Wind Tax Credits by 2028: On June 16, 2025, the Senate Finance Committee, chaired by Senator Mike Crapo (R-ID), released a draft budget proposal that seeks to phase out solar and wind energy tax credits by 2028. Under the proposal, tax credits for solar and wind would drop to 60% in 2026, 30% in 2027, and be eliminated entirely by 2028. Meanwhile, tax incentives for nuclear, hydro, and geothermal energy would be extended through 2036.

Supreme Court Upholds Tennessee Ban on Gender-Affirming Care for Minors: On June 18, 2025, the U.S. Supreme Court ruled 6–3 in United States v. Skrmetti to uphold Tennessee’s law (Senate Bill 1) that prohibits gender-affirming medical treatments—including puberty blockers and hormone therapy—for transgender minors. Chief Justice John Roberts, writing for the majority, held the law does not violate the Equal Protection Clause, treating it as an age and purpose-based regulation. The decision effectively safeguards similar bans already in effect in 24 other states, reinforcing state authority over transgender healthcare for youth.

Republican Winsome Earle-Sears won the Republican nomination for governor of Virginia. Earle-Sears, the current lieutenant governor, is running to replace term-limited Governor Glenn Youngkin in the November election. If elected, she would not only be Virginia’s first woman governor, but also the first black woman to serve as governor of any U.S. state.

Democrat Abigail Spanberger won the Democratic nomination for governor of Virginia. Spanberger is a former congresswoman from Virginia’s 7th congressional district, and hopes to flip the governor’s seat in Virginia. If elected, she would be Virginia’s first woman governor.
