Update on Monitoring by South Coast Air Quality Management District
To assess the potential air quality impacts of ongoing debris removal efforts near the Palisades and Eaton Fire areas, the South Coast Air Quality Management District (South Coast AQMD) conducted initial mobile monitoring surveys to detect airborne pollutants, including toxic metals and volatile organic compounds (VOCs). These surveys provided a brief snapshot of air quality conditions at the time and helped identify pollutants of concern and locations where temporary stationary monitoring would be most effective.
Based on survey findings, cleanup activities, and proximity to homes, schools, and other sensitive receptors, South Coast AQMD established five temporary air monitoring stations in the most impacted areas. These stations measure particulate matter (PM2.5 and PM10), air toxic metals (such as arsenic and lead), and asbestos to provide the information needed to support health risks evaluations. South Coast AQMD developed a public-facing interactive air quality data dashboard to display the hourly PM2.5 and PM10 concentrations levels in real-time and provide the results of air toxic metals and asbestos measurements.
Results: The levels of PM2.5 and PM10 have remained below federal air quality standards throughout the monitoring period. Preliminary results show that most air quality measurements have remained within typical background levels. However, occasional elevated levels of certain metals, such as lead, arsenic, chromium, and nickel, have been detected above background levels in certain areas, but do not pose a health risk. Occasionally, some samples indicated the presence of asbestos.
Overall, these findings suggest that air quality in the affected fire zones has largely returned to pre-fire conditions. However, ongoing cleanup activities may resuspend dust and ash in the air, which may result in localized impacts on air quality.
The public within and near the Eaton and Palisades burn areas is strongly encouraged to follow the safety precautions outlined by the Los Angeles County Department of Public Health to minimize the potential risk of exposure to ash, soot, and fire debris. Strong winds can carry ash and soot over a wider area, increasing the potential for exposure, so it is especially important to take extra care during weather fluctuations and windy conditions.

Partnership Accelerates Home Rebuilding in Eaton Fire Area
A new collaboration between The Foothill Catalog Foundation and San Gabriel Valley Habitat for Humanity is helping residential property owners rebuild. The initiative is offering a curated collection of pre-approved home designs and home construction for qualifying survivors, through Habitat for Humanity. The designs are pre-approved through an innovative “standard plan program” adopted by Los Angeles County for the Altadena One Stop Permitting Center. This allows for a simplified path through permitting.
San Gabriel Valley Habitat for Humanity is assisting wildfire survivors in multiple ways.
San Gabriel Valley Habitat for Humanity and Habitat LA have launched ReBUILD LA, a long-term emergency response campaign to assist people with limited means to rebuild their homes, relocate to other housing, provide essential supplies, and restore their lives.
Whether a property owner is pursuing these programs or choosing other paths to rebuilding, One Stop Permitting Centers are available to assist.
The Road to Rebuilding guide to help residents navigate the complex rebuilding process after a wildfire, Los Angeles County has created this guide to help identify the steps necessary for rebuilding on your property.

Self-Certification Pilot Program Launched to Speed Rebuilding in Unincorporated Areas
The Building Plan Self-Certification Pilot Program is designed to streamline plan review and help homeowners rebuild faster following the Eaton and Palisades Fires.
Under this program, California licensed architects and engineers can self-certify that their building plans comply with the Los Angeles County Building Code, eliminating the need for a full plan check review. Architects and engineers interested in participating in the program must register at recovery.lacounty.gov/rebuilding/self-certification.
A list of professionals registered to self-certify will be available at recovery.lacounty.gov/rebuilding. Only architects and engineers who register in advance will be able to self-certify plans.
Eligible projects include the replacement of single-family homes, accessory dwelling units (ADUs) and appurtenant structures that were damaged by the Eaton or Palisades Fire and are located in unincorporated areas of Los Angeles County.
All required approvals from other L.A. County departments – including Regional Planning, Public Health, and Fire – must still be obtained prior to the issuance of a building permit.
L.A. County Public Works will continue to offer traditional plan checks and other rebuilding tools, including preapproved standard plans that have already been reviewed for code compliance.
For more information on the Self-Certification Pilot Program, eligibility requirements, or to find a registered professional, visit recovery.lacounty.gov/rebuilding/self-certification/.
