The unauthorized ICE raids across California are more than illegal, disgusting, and inhumane – they’re an economic disaster.

“The Trump administration’s mass deportations could cost California hundreds of billions of dollars, according to a new Bay Area Council Economic Institute report out today.
The Council estimates undocumented residents make up 8 percent of the state’s workforce and generate 5 percent of overall economic activity.
California could lose more than $270 billion of its gross domestic product without undocumented labor, the Council found.” - Politico, Jun 17, 2025

NONE of this is new. When I was Controller, undocumented immigrants' labor was worth more than $180 billion a year, and their tax dollars fueled our economy as well. Local lawmakers made clear that some of our smaller towns would collapse if those workers were deported.
Mass immigration enforcement isn’t going to help anybody, and is destroying families while raising costs, when too many of us are already struggling.
In addition, reports show that ICE is more than $1 billion over its budget. Californians pay more taxes to the federal government than any other state, and none of us ever okayed using our money like that, when it should go to fund our health care, food, and schools.
As Controller, our state passed legislation that has kept our state’s law enforcement from being commandeered by an authoritarian leader for illegal raids. And as Governor, I’m going to take multiple steps to keep ICE out of California, unless the undocumented immigrant has committed serious, legitimate criminal offenses.
It's crucial that our next Governor knows the ins and outs of our state budget and finances, and has a proven track record of outmaneuvering Donald Trump.
