Environmental Review Implementation Subcommittee meeting

Wednesday, June 18, 1 – 4 p.m.
Join us in person or virtually for the June 2025 Environmental Review Implementation Subcommittee (ERIS) meeting. The subcommittee will hear an update on the draft Energy Infrastructure Rulemaking. They will also hear about the proposed Environmental Review Program FY25 Workplan and an update on petition guidance. Zimmerman Wastewater Treatment Facility (WWTF)

Project description: The City of Zimmerman (City) owns and operates a wastewater treatment facility (WWTF) (Facility) permitted for an average wet weather flow (AWWF) of 0.452 million gallons per day (mgd) that discharges treated wastewater to County Ditch 1. The Facility is approaching its design capacity and the lifespan of key equipment. The City proposes to upgrade and expand the Facility within the existing property boundary area (Site) to treat an AWWF of 0.866 mgd and discharge at the same location (Project).

Project description: Ryan Companies US, Inc. is preparing an AUAR for an approximate 482-acre area in the City of Pine Island and Pine Island Township, Goodhue County, Minnesota. The AUAR area is bounded by 490th Street to the north, Trunk Highway (TH) 52 to the west and south, and 195th Avenue to the east. Development scenarios include a Mixed Technology Center/ Light Industrial Scenario (Scenario A) and Technology Center Scenario (Scenario B).

Project description: The study area is 159.2 acres located on 8 parcels east of Jacquard Ave, south of 215 St W, and east of Dodd Blvd in the city of Lakeville. This 2025 AUAR update includes information on development to date, an update to the environmental analysis where necessary, and a review of mitigation measures for the remaining area to be developed.

Notice of Public Information Meetings - Bent Tree North Wind Farm

Notice description: PLEASE TAKE NOTICE that the Minnesota Public Utilities Commission (Commission) and the Minnesota Department of Commerce will hold public information meetings on Wisconsin Power & Light Company's application for a site permit for the Bent Tree North Wind Farm, a new up to 153 megawatt (MW) Large Wind Energy Conversion System in Freeborn, Hartland, and Bath townships in Freeborn County, Minnesota. The proposed project would include 34 Vestas V136 wind turbines, each with a nameplate capacity of 4.5 megawatts, and hub heights ranging from 368 feet to 394 feet. The project would also include associated infrastructure and facilities such as a project substation, electrical collection lines, access roads, crane paths, a laydown yard, an Aircraft Detection Lighting System, and meteorological towers.

What potential human and environmental impacts of the proposed project or unique characteristics of the proposed site should be considered in the draft site permit? What are the possible methods to minimize, mitigate, or avoid potential impacts of the proposed project?

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor.
