CLEAN ENERGY INSIDER
June 10, 2025
REAMS REPORT

Dear Friends and Colleagues,

As the reconciliation process remains ongoing in the Senate, CRES is all-in working to preserve clean energy tax credits.

Through direct meetings with Senators and high-level staff, targeted media and ad campaigns, CRES is on the frontlines to ensure what comes out of the Senate protects our energy future.

All this helps build on momentum to save clean energy tax incentives and provide support to energy leaders like Senators Curtis (R-Utah), Murkowski (R-Alaska), Tillis (R-N.C.) and Moran (R-Kans.) who’ve sent clear signals to leadership highlighting the importance of preserving these credits.

Meanwhile, CRES is hearing concerns from numerous other Senators about project timelines and retaining transferability provisions. CRES’ outreach, education and deep relationships on Capitol Hill have been crucial to our advocacy efforts. Indeed, it’s been a rollercoaster, but we remain optimistic.

On a separate note, it’s that time of year to announce that registration has opened for events for the 9th annual National Clean Energy Week (NCEW), which will be held September 15-19, 2025. The Policy Makers Symposium, NCEW’s signature educational event, will take place over two days—September 16-17—at the Conrad Hotel in Washington, DC.

And of course, there will be a VIP reception and dinner, our ever-popular Young Professionals Happy Hour – and more. NCEW sponsorship is available. Don’t miss out – secure your spot today!

As always, please don’t hesitate to reach out to our team if you'd like to partner with us on securing America’s clean energy future or have questions about NCEW.

Sincerely,
Heather Reams
CRES President

WHAT CRES IS HEARING

“Some conservatives understandably want to end the energy tax credits created by the Inflation Reduction Act (IRA), and frankly, I agree with them on many provisions that included frivolous spending. We weren’t included in its drafting and didn’t vote for it. But we must be wise — we simply cannot afford to treat good policy ideas as guilty by political association. That would be a quest for political power over intelligence and strategy.” – U.S. Senator John Curtis (R-Utah) in an op-ed
––
“Every one of them [clean energy tax credits] is going to have some sort of an extension.” – U.S. Senator Thom Tillis (R– N.C.) in a statement
––

“High energy costs and overbearing regulations suffocate American consumers and businesses. That’s why POTUS and I set out to unleash AFFORDABLE, RELIABLE, and SECURE energy to renew the American entrepreneurial sector.” – Energy Secretary Chris Wright in a statement.

“Critical minerals are vital to America’s national security, clean energy future, and tech innovation. As demand skyrockets, partnerships like the U.S.–Brazil collaboration on rare earth processing are key to reducing dependence on foreign sources like China. We must invest in resilient, domestic supply chains to stay competitive and secure.” – U.S. Rep. Gus Bilirakis (R-Fla.) in a statement

WHAT CRES IS SAYING

About CRES Congratulates Emily Domenech on Her Appointment to Lead the Federal Permitting Council…
“Congratulations to Emily Domenech on her appointment as Executive Director of the Federal Permitting Council. Domenech has established an impressive and thorough track record of advancing American energy dominance, demonstrated by her success in negotiating sound NEPA reforms and years of leading strong policy solutions in the offices of House Speaker Mike Johnson and former Speaker Kevin McCarthy. The Trump Administration made an excellent choice, and I have no doubt we will see remarkable achievements from Domenech that will lead to meaningful reforms, reduced red tape and the unleashing of American clean energy innovation.”– CRES President Heather Reams in a statement.

WHAT CRES IS DOING

At the S2G Summit in Chicago, Heather Reams, President of Citizens for Responsible Energy Solutions, spoke with Chris Barnard, President of the American Conservation Coalition, about advancing clean energy and environmental stewardship within conservative circles. The conversation explored how a new generation of leaders must bridge partisan divides to drive climate action, shifting the political narrative and growing the demand for pragmatic, market-driven solutions. The session underscored that climate leadership in the US is being redefined by innovation, engagement, and generational change.

CRES' Director of Congressional Policy, Michael Yancey, spoke at the American Meteorological Society's (AMS) 2025 Science Policy Colloquium, a career development event for earth and atmospheric scientists to gain insight into the federal policy process and career development. During this event, Michael highlighted CRES' perspective on Federal energy and climate policy, as well as his experience working in energy policy.

WHAT CRES IS WRITING

Don’t Let China Dominate the Hydrogen Future
CRES President Heather Reams wrote an op-ed for Real Clear Energy emphasizing the importance of the Section 45V Clean Hydrogen Production Tax Credit. She noted how crucial the incentive is, and that if the United States doesn’t act, adversarial nations will overtake us in this strategic emerging market. She also highlights a recent study from CRES Forum, which projects that once operational, blue hydrogen projects currently in development could support 62,200 jobs per year across the country between 2025 and 2035 and generate more than $12 billion in annual GDP.
