Tax preparers required to file Minnesota tax returns electronically must pay a $5 paper filing fee for each original return filed on paper.
The Minnesota Department of Revenue suggests you create a tracking method for all paper filed returns and document if the fee does not apply to a return and why.
The first installment period of January 1 to April 15, 2025 has ended. To pay your fee for returns mailed during the first period:
- Complete Schedule PPFF to determine the total fee due.
- Make your payment by June 16 electronically or create a voucher to pay by check.
- Mail Schedule PPFF to us regardless of your payment method.
What if I did not mail any paper returns this installment period where the fee applied?
You are not required to submit Schedule PPFF or a payment when the amount due is $0.
Can I email Schedule PPFF to you instead of mailing it?
No. We only accept this form by mail.
