The Hunt Institute’s Technical Assistance Leads to New Charter School Legislation in North Dakota

I wanted to share an update about recent legislation influenced by our work here at The Hunt Institute.

Last year we partnered with Hunt-Kean Leadership Fellow and North Dakota Legislator Senator Axtman to facilitate the Educational Opportunities Task Force.

Our goal was to provide information to the Task Force about available school choice models and best practices across the country.

In addition to meeting with field experts, the Task Force heard from nearly 100 educators, stakeholders, and North Dakota residents who participated in one of four listening sessions facilitated by The Hunt Institute. 

Some of the key takeaways from the listening sessions were that parents wanted empowerment and customization in the education of their children. 

Parents also want to choose schools that align with their student’s specific needs and learning styles.


As a result, North Dakota Gov. Kelly Armstrong signed Senate Bill 2241 in late April 2025, allowing public charter schools to operate in the state.
