Paid Leave rulemaking

CR-101

On May 29, 2025, Employment Security Department, Leave and Care Division, filed a CR-101 for Paid Family and Medical Leave rulemaking.

The CR-101 was filed to consider rules to implement portions of Engrossed Second Substitute House Bill 1213 and Substitute Senate Bill 5191, both of which passed during the 2025 legislative session. Rules that will be considered relate to benefit eligibility requirements, employer sizing, small business grants, definitions, and employment restoration rights. Additional rules to implement other portions of Title 50A RCW may be considered, as necessary.

The CR-101 can be viewed on the program’s rulemaking webpage, where draft rules and meeting notices will be posted when available.
