Free Soil Testing for Homes in the Eaton Fire Burn Area
The County of Los Angeles Department of Public Health has a soil testing program for residents living within and downwind of the Eaton Fire burn area.
Representative soil sampling by Public Health suggests that some homes located downwind and just outside the Eaton Fire burn area may have higher than expected lead levels in their yards.
Soil samples from properties located within the burn scar, downwind of, and just outside, the Eaton Fire area can be submitted for testing.

CalAssist Mortgage Fund for California Disaster Survivors
The CalAssist Mortgage Fund is a state program that provides much-needed relief from mortgage payments for displaced families whose homes were destroyed or left uninhabitable by a California disaster such as the Palisades Fire and Eaton Fire.
You may eligible if your primary residence was destroyed or is uninhabitable due to a qualified disaster from 1/1/2023 through 1/8/2025, you meet program income limits, you have a mortgage or reverse mortgage, and you own a single-family home, condo or permanently affixed manufactured home (may include up to 4 units).
If you qualify and are selected, the Fund will pay three months of mortgage payments, up to a maximum of $20,000. Funds never have to be repaid and it’s free to apply. Grants will be paid directly to your mortgage servicer.
The program begins taking applications on Thursday, June 12, 2025. Funds are limited and once submitted, applications will be reviewed in the order received.
How to Prepare to Apply:
- Confirm the program income limit for your county
- See if your mortgage servicer is participating
- Gather your paperwork:
- Mortgage statement
- Bank statements
- Utility bill
- Homeowner insurance or FEMA claim
- Proof of income

 Owners of Properties with Fire Debris Who Didn't Opt-In to Government Debris Removal Program Have Until June 30, 2025 to Clear Debris
Private property owners with fire debris who have opted out of the government-sponsored debris removal program, or did not opt-in to that program, have until June 30, 2025 to complete debris removal.
If cleanup is not completed by this date, the property may be declared a Public Nuisance. The County may take steps to remove fire ash and debris from the property; the cost of this debris removal will be charged to the property owner. If not paid, the cost may be recovered through a lien on the property.

The County of Los Angeles has an introductory resource guide for planning, designing, and constructing healthy, fire resilient, and efficient buildings and properties. The resource guide is for property owners—and design and building professionals supporting property owners—faced with post-fire rebuilding. The resource guide also supports those considering retrofitting existing structures and/or building new structures regardless of fire impacts.

Self-Certification Pilot Program Launched to Speed Rebuilding in Unincorporated Areas
The Building Plan Self-Certification Pilot Program is designed to streamline plan review and help homeowners rebuild faster following the Eaton and Palisades Fires.
Under this program, California licensed architects and engineers can self-certify that their building plans comply with the Los Angeles County Building Code, eliminating the need for a full plan check review. Architects and engineers interested in participating in the program must register at recovery.lacounty.gov/rebuilding/self-certification.
A list of professionals registered to self-certify will be available at recovery.lacounty.gov/rebuilding. Only architects and engineers who register in advance will be able to self-certify plans.
Eligible projects include the replacement of single-family homes, accessory dwelling units (ADUs) and appurtenant structures that were damaged by the Eaton or Palisades Fire and are located in unincorporated areas of Los Angeles County.
All required approvals from other L.A. County departments – including Regional Planning, Public Health, and Fire – must still be obtained prior to the issuance of a building permit.
L.A. County Public Works will continue to offer traditional plan checks and other rebuilding tools, including preapproved standard plans that have already been reviewed for code compliance.

Free Testing for Lead
The Department of Public Health is offering free blood lead testing for those concerned about exposure to lead from the recent wildfires.

Free Fire Recovery Conservation Clinic for Artworks and Other Belongings
Saturday, June 14, 2025, from 11 a.m. to 3 p.m.
This clinic is made possible by Art Recovery LA, Los Angeles County Department of Arts and Culture, and Getty.
For condition assessments of your recovered artworks and belongings, cleaning objects to remove soot and ash, demonstrations to remove the smell of smoke from small objects, and custom archival boxes for safe storage.
