Fiscal year-end reminder
File your sole source contracts as soon as possible!
If you have a sole source contract or amendment that requires filing, it’s a good idea to file it now! You must file and have DES approval before the end of the fiscal year (June 30) in order to start work July 1. Filing early can help you avoid last-minute delays and potential compliance issues.
While DES will do its best to complete all filings before the end of the fiscal year, please note that the policy requires at least 15 business days to process sole source filings. Any filings DES receives after June 6 cannot be reviewed by the June 30 fiscal year end. This means that contracts associated with those filings will not receive approval by June 30 and, if signed or carried out prior to DES approval, may be out of compliance with RCW 39.26.140.

Transportation contracts
Expiring airfare contract may lead to purchasing gap
Contract 00919 for fully refundable airfare expires June 30. There may be a gap in contract coverage. We encourage purchasers to place orders before the expiration date.
We are in the process of developing the new contract, 03624. We expect to award the contract before the expiration date. However, there may be a short transition time until new fares are loaded and available for use. We suggest that you plan ahead and purchase tickets for planned travel before the expiration date to limit travel disruption.

DES extended contract 28623, travel management services--NASPO, until March 13, 2029.

DES adds products to plumbing fixtures, plumbing parts, and culverts contract
DES added products to category 3 (culverts) of contract 23623, plumbing fixtures, plumbing parts, and culverts. The newly added items can be found in Ferguson Enterprises, LLC’s product list.

New statewide contract available for lawn and grounds equipment
DES has a new statewide contract 28123, lawn and grounds equipment. This contract succeeds contract 05218, which expired March 31. The new contract currently features four small businesses as well as products with zero emissions.

New federal rule change may expand use of reserved awards
The federal Office of Management and Budget (OMB) recently updated sections of the Code of Federal Regulations. The update removes the ban on using geographic preference when evaluating bids or proposals. This change applies to awards issued on or after Oct. 1, 2024.
What does this mean for Washington state?
DES statewide contracts reserve some awards for Washington-based small and veteran-owned businesses. In the past, purchasers using federal funds could not always take advantage of these reserved awards because of the federal restriction. This change in federal regulation opens up the use of reserved awards for more purchasers, even when using federal dollars.
