Join us! Upcoming air permitting and air quality rulemaking public meetings
Please join MPCA staff virtually later this month as we discuss the work happening on two new rules governing air permitting and air quality in environmental justice areas in Minnesota: cumulative impacts and air toxics regulations. More details about the meetings and rulemakings is included below. Both meetings will be held virtually via Zoom and recorded and posted for viewing after they occur. All are welcome to join us regardless of your prior involvement or knowledge of either of these rules.
June 25: Draft concepts for the cumulative impacts analysis rules
Please join us for an opportunity to discuss and provide input on the draft concepts for the cumulative impacts analysis rules. The MPCA will hold a virtual meeting to share the draft rule concepts we’ve prepared to meet the requirements in Minn. Stat. 116.065. The statute requires the MPCA to adopt rules to implement and govern cumulative impact analyses and the issuance or denial of permits for facilities that impact environmental justice areas in the Twin Cities, Rochester and Duluth. The MPCA is seeking input on our draft rule concepts as we continue to develop the rules for cumulative impacts analyses before issuing a notice of intent to adopt the rule in May 2026.
Materials including the presentation from MPCA staff will be available on our cumulative impacts rulemaking webpage following the meeting for those who are not able to attend but would like to offer feedback on the concepts. Materials will be available for your review and input through our online comment portal until July 25, 2025, at 4 p.m. An email will be sent out following the meeting with links to the materials and online comment portal.

June 26: Learn more about the air toxics regulations rulemaking
Curious about air toxics regulations and how the MPCA is working to regulate them? Join us for a community-focused webinar on June 26, 2025, from 6 – 7:15 p.m. to learn more. Experts from the MPCA and the Minnesota Department of Health (MDH) will explain what air toxics are, how they affect your health, how the new regulations may affect you, and ways to get involved with the rulemaking process.
About Air Toxics Regulations rulemaking
The MPCA is creating new air toxics regulations that will go beyond current state and federal standards. The proposed rules will apply to industrial facilities in the Twin Cities seven-county metro area, setting stricter regulations for air toxics that can cause serious health issues. The rules are intended to regulate air toxics and consider environmental justice area residents’ exposure to facilities’ air toxics emissions. To fulfill the intentions and considerations, the new rules will establish clear, enforceable standards, requiring facilities to monitor, report, and comply with stricter pollution requirements to improve air quality while conducting public engagement through meetings, hearings, and comment periods.
