Scott Lincicome is Vice President of General Economics and Director of the Herbert A. Stiefel Center for Trade Policy Studies at the Cato Institute in Washington, D.C. He is also a senior visiting lecturer at Duke University Law School and he spent two decades practicing international trade law at White & Case LLP.
