JUNE 2025 EDITION

ALEXANDRIA CITY

Housing Alexandria has launched a screening form for potential first-time home buyers in its Seminary Road townhome development. All homes will be sold through the Shared Equity Program to ensure long-term affordability. Orientation session is scheduled virtually for June 5.

 

Community members are invited to join the Alexandria Affordability Advisory Committee (AHAAC) and the Landlord Tenant Relations Board on Thursday, June 5 at 7pm for a public meeting focused on three Housing 2040 project areas: Tenant Protections; Homeowner Programs and Resources; and Financial Tools and Sources for Affordable Housing. Registration required.

 

Fairstead announced a $120M financial closing for the redevelopment of Alexandria’s Samuel Madden Homes, in partnership with ARHA and The Communities Group. The project will replace 66 public housing units with 207 affordable mixed-income homes serving households at 30% - 80% AMI, while guaranteeing the return of original residents. The development will include a food hub run by ALIVE!. Construction begins June 2025, with completion expected by fall 2027.

 

Congratulations to Good Shepherd Housing for its first acquisition in Alexandria, purchasing a one bedroom condo, which will remain affordable for 99 years.

ARLINGTON COUNTY

Arlington’s Comprehensive Plan Update process is underway. The County wants to know what is working well and what are the challenges in the County. Complete the Survey (extended to June 30) to help better address the needs of current and future generations.

 

On May 13, the County Board voted to remove Section 7 from the County’s Trust Policy, which created safeguards for our community concerning immigration action by ICE. This removal effectively eliminates the instances in which ACPD can initiate contact with ICE regarding immigration enforcement.

 

Arlington has released two new data resources. The County's newest is the Arlington County Community Vulnerability Index Map, which identifies concentrations of Arlington’s vulnerable populations by using demographic, socioeconomic, and geographic factors. The second is the CPHD Population and Demographic Estimates (PDE) which provide demographic profiles by Arlington’s civic associations. Both new resources can be found in Arlington's annual Profile.


Following Arlington’s 2025 Tenant Summit in May, both the PDF of the presentations and the session recordings, showcasing many resident resources, are now available for viewing.

FAIRFAX COUNTY

On May 13, the Fairfax County Board of Supervisors officially adopted the proposed funding measures for the FY2026 Budget and we extend our heartfelt thanks for the steadfast commitment to affordable housing. The approval of an additional ¼ penny - amounting to $8.49M - is a critical milestone in advancing the County’s goal of delivering at least 10,000 new affordable homes by 2034. With this adoption, the County’s total investment of 1¼ pennies, or $42.44M, reflects meaningful progress and a deep commitment to addressing the region’s growing housing needs. An allocation of $3.38M has been designated for the transformation of the Extended Stay Hotel into the Fair Ridge Family Shelter. The project will provide shelter and services for families experiencing homelessness.

 

FCRHA will be accepting waiting list applications for both privately-owned and Fairfax County-owned Project-Based Voucher (PBV). Beginning Monday, June 2 at 8:00 a.m., interested individuals can apply on the Fairfax County Housing and Community Development website. Applications will be accepted until Sunday, June 8 at 11:59 p.m. Application instructions are available in English and Spanish.

 

Fairfax County Redevelopment and Housing Authority (FCRHA) and Conifer Realty announce the financial closing of Telestar Court, the first office-to-residential affordable housing property deal to close in the County. Located in the Mosaic area of the Providence District, Telestar Court is an adaptive reuse development that converts an existing four-story vacant office building into 80 affordable homes. Following renovations, one and two-bedroom units will be available to households at approximately 30-80% of AMI.

 

Inova Health System and the Fairfax County Board of Supervisors submitted a joint rezoning application for at least 1.6M square feet of mixed-use development that will make way for a new Embry Rucker Shelter and Reston Regional Library, along with housing, a school, recreational facilities and retail.

On May 13, the Fairfax County Board of Supervisors voted 9-0 to move forward with a plan for affordable housing at the Franconia Governmental Center site. The vote came after hours of public testimony for and against the proposal to amend the county’s Comprehensive Plan related to the site and was a necessary procedural step before the county can consider a formal rezoning application by Franconia Development Partners, a team-up of SCG Development Partners, NFP Affordable Housing Corp. and Good Shepherd Housing.

 

The Planning Commission held workshops on the nominations for the Site Specific Plan Amendments (SSPA) nominations on May 1, 15, and 22. The Planning Commission is scheduled to make its final recommendation on the Comprehensive Plan Work Program at its June 4 meeting. The Board will take action on the revised Work Program on June 10. Included in the nominations is a proposal by the Community of Faith Methodist Church to build affordable rental housing in the Sully District, recommended as a Tier 3 nomination.

LOUDOUN COUNTY

On May 6, the Loudoun BOS approved a motion to direct the Affordable Dwelling Unit Advisory Board (ADUAB) to develop a white paper potentially identifying opportunities for using tiny homes to promote attainable homeownership opportunities for low to moderate income households. The ADUAB will develop the scope of the paper and expect it will be completed by the end of calendar year 2025.

On May 20, the Loudoun BOS approved the Finance, Government Operations and Economic Development Committee (FGOEDC) recommendations for non-profit human service grant funding for FY2026 .  In response to advocacy from Loudoun’s human service non-profit community, the Board approved an appropriation of $895,072 from the anticipated FY2025 year end fund balance, bringing the total allocation to $3.8M for FY2026.

On May 21, Loudoun’s Transportation and Land Use Committee (TLUC) received updates from county staff on the Unmet Housing Needs Strategic Plan and the proposed Expedited Process for Legislative Affordable Housing Applications. It was noted that while the county is meeting its goals for access to and preservation of attainable units, it continues to fall behind on goals for creation of new units. Plans continue moving forward on the expedited review process and a more complete program proposal will be presented to TLUC then to the BOS in July. Staff is considering a one year pilot program for 100% attainable projects (which could include both rental and homeownership) with a maximum number of applications in the first year.

PRINCE WILLIAM COUNTY

Advocacy is needed on June 3 at 2 pm, to share public testimony in support of the Prince William Board of County Supervisors decision to pass an Affordable Dwelling Unit (AfDU) Ordinance. This best practice inclusionary zoning policy works with the private sector to ensure that affordable units are included in market-rate homeownership and rental housing projects. The AfDU Ordinance also authorizes the use of the Housing Trust Fund, which will provide critical funding for additional affordable housing development and preservation. The AfDU Ordinance development has been a multi-year process to allow Prince William County to join their Northern Virginia peers in developing these best practice housing tools.

NORTHERN VIRGINIA

DMV

After two consecutive years of increases, following the historic low in 2022, the region saw a slight decline in the number of people experiencing homelessness in 2025. The region saw a slight overall decline in literal homelessness, decreasing by 115 people, or one percent, compared to 2024. For the longer period of 2021 to 2025, none of the eight CoCs recorded decreases in the number of persons experiencing homelessness. VIRGINIA

Governor Glenn Youngkin announced Over $16.9 Million in Workforce Housing Investments in partnership with Virginia Housing to support workforce housing development in 10 localities across the Commonwealth to create 740 workforce housing units, including Housing Alexandria’s homeownership project. 

 

In May, Virginia Statewide CLT held a webinar to share the findings of the recent publication Preserving Affordable Homeownership: Municipal Partnerships with Community Land Trusts, which highlights the most effective tools local governments have used to make CLTs work across the US. 

FEDERAL

On June 3 at 2 pm join Casita Coalition and Zillow for a conversation highlighting jurisdictions across the U.S. that have successfully advanced middle housing in their communities, using strategies and insights from the Build the Middle Playbook. Learn from policymakers and advocates leading change in states like Montana, Colorado, and Texas, and discover how narrative change, coalition-building, and strategic policy reform can pave the way for more affordable housing options like ADUs, duplexes, cottage courts, and other middle-scale housing types. The National Low Income Housing Coalition and housing advocates welcome Renee M. Willis as their new President and CEO. NLIHC also recently released an advocacy toolkit, “Opposing Cuts to Federal Investments in Affordable Housing” to help advocates take action to protect vital federal funding. The toolkit provides comprehensive information on how to call on Congress to protect and expand affordable housing and homelessness resources in the upcoming federal fiscal year (FY) 2026 budget.
