MONDAY E'NEWS   BATFE Change for Michigan Michigan's Concealed Pistol License and License to Purchase are again recognized as Qualifying Alternative Permits (QAP) for the National Instant Criminal Background Check System (NICS) check required by Federal Firearms License holders (FFLs). The change reverses a decision by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) in Spring 2020 that removed the QAP designation for Michigan-issued concealed pistol licenses. It restores the process that was in place prior to that decision five years ago. A Federal Firearms License holder may continue to run a NICS check even if presented with a Michigan CPL or license to purchase. While not having to run a NICS check can save an FFL time and headaches, many will continue to do so anyway. While uncommon, NICS will sometimes flag a transfer even if the person has a CPL or LTP. This is especially the case with an FFL held by a corporate chain. This change only affects sales conducted by Federal Firearms License holders. State law regulates private party sales of firearms. This change does not affect private sales.
