Established pursuant to Subchapter C, Chapter 57, Texas Occupations Code, the Regulatory Compliance Division conducts an independent review of certain state agencies’ rules that affect market competition to assess their consistency with state policy as clearly articulated by the Legislature in state statute.
The Regulatory Compliance Division has recently issued a determination letter for the following rule:
- Texas Department of Motor Vehicles, Title 43 Texas Administrative Code §215.163 (RCD Rule Review #2025-003).
The proposed new rule generally updates license holder responsibilities for license plate disposition and reporting when motor vehicles are sold by license holders at wholesale motor vehicle auctions, public auctions, or on consignment, including consignment of salvage and total loss vehicles.
