Wednesday, May 28 Round Up: NPH analyzes the updated state budget, Terner Center case study, submit NPH Conference workshop proposals & more!

🏘️ May Revise: What the Updated State Budget Means for Housing

Governor Newsom recently released his May Revise to the 2025-26 state budget, announcing a $12B deficit and offering a dire updated proposal with no funding for the major state housing programs.

This proposal is harmful to our progress, but there are important areas of consensus, such as the creation of the California Housing and Homelessness Agency (CHHA) and strong support of a combined Housing and Infrastructure bond for 2026 and a few pro-housing bills.

What’s Next After negotiations between the Governor and the Legislature, the Legislature must pass a balanced budget by June 15 and the Governor needs to approve it by July 1. This means that the next several weeks are critical for our priorities and we must show up to advocate for the inclusion of affordable housing programs in the state budget.

Tell your local lawmakers to fight for affordable housing investments! Use this comprehensive budget advocacy toolkit from Enterprise to make the case for how a lack of funding for critical housing programs impacts your work and your community. If you have won or plan to apply for AHSC funding, please stress the importance of housing’s allocation from the Greenhouse Gas Reduction Fund (GGRF).

🗓️ Upcoming Training: State Budget Outlook

Join NPH’s Emerging Leaders Peer Network (ELPN) on Tuesday, June 24, 12-1PM PT for State Budget Roundup – Funding Outlook for the Coming Year, a timely and engaging virtual training on California’s state budget outlook and its implications for affordable housing. This workshop will provide an insider’s perspective on current budget developments — especially those impacting housing developers.

📑 Case Study: Helping Californians Stay Housed Through Medi-Cal

CalAIM is a five-year effort to improve Medi-Cal, the state’s Medicaid program that insures nearly 40% of California’s residents. For organizations that develop and operate permanent supportive housing, CalAIM provides a unique opportunity to access Medi-Cal dollars to pay for services for residents living on their properties.

A recent Terner Center case study of MidPen Housing, Supporting the Implementation of CalAIM within Permanent Supportive Housing, offers valuable insights for other organizations seeking to integrate housing and health care services.
