Before we get into a wrap-up of this week’s policy updates, it’s important to
address the horrific attack that claimed the lives of two Israeli Embassy staff
members, Yaron Lischinsky and Sarah Lynn Milgrim.
We are deeply saddened and outraged by this senseless murder, which was
clearly fueled by antisemitism. In addition to praying for their families and
loved ones, we want to make it clear that Team Tillis stands unequivocally with
Israel, and we support justice being quickly served.
As Memorial Day Weekend gets underway, we also want to recognize the
incredible sacrifices made by the brave men and women who have died for the
United States of America. We owe them a debt of gratitude that can never be
repaid, but we know each day living in the freest nation in the world is a
gift—and it’s all because of them.
To our Gold Star families: We see you and appreciate you, and your loved ones’
legacies will live on forever.

One Big Beautiful Bill: Historic Legislation Heads to the Senate
This week, the House passed the One Big Beautiful Bill Act, which now heads to
the Senate. As Thom has pointed out time and again, if Congress doesn’t extend
President Trump’s tax cuts, it will be a massive tax hike for American
families. Failure is not an option.
This legislation doesn’t reinvent the wheel—it’s a continuation of tax
policies that have already been working for businesses and employees alike. In
fact, the Tax Cuts and Jobs Act of 2017 helped American companies add more than
a million jobs to the economy.
What’s more, the bill passed in the House includes historic levels of funding
to secure the southern border while also eliminating red tape that has been
keeping us from unleashing American energy.
Now is not the time for political games. Thom is ready to help President Trump
build an economy that is prosperous and stable—and that starts with this bill.
We hope to see it pass through the Senate by Independence Day, but stay tuned!
Thom’s Take: The State and Local Tax (SALT) Deduction
As the One Big Beautiful Bill Act makes its way to the Senate, you’ll hear a
lot of talk about the State and Local Tax Deduction, more commonly referred to
as SALT. Thom has made it clear that he isn’t a fan of the policy, but we
wanted to explain why.Here’s what he said in a recent interview:
“North Carolina was a SALT state before Republicans took a majority. We did
the work in Raleigh to reduce the tax burden so that North Carolinians don’t
have to worry about caps on SALT at the federal level.
“But what we’re doing is subsidizing New York and California and blue states’
taxing decisions that they’re making in their state capitals.
“People in North Carolina need to know that if we increase the cap on SALT,
then what we are doing is forcing people in North Carolina to use their tax
dollars to subsidize the tax burden of New Yorkers and Californians versus
those voters waking up and realizing that the Democrats are running their state
into the ground.”
Thom’s message is simple: Hardworking North Carolina taxpayers shouldn’t have
to subsidize wealthy residents of blue states like New York and California. And
Republicans shouldn’t hold up President Trump’s bill because it doesn’t bail
out tax-and-spend Democrats who have run their states into the ground.

Legislative Highlights: Thom Introduces Legislation to Target Predatory
Litigation Funding Practices
This week, Thom introduced the Tackling Predatory Litigation Funding Act,
which would place a new tax on the profits made by outside groups (often
foreign investors) that fund American lawsuits.
More than $15 billion is currently being used to fund lawsuits in the U.S. One
major company in this space has grown its assets by 355% in recent years. In
2018 alone, it received nearly $1 billion from an unidentified foreign
government investment fund.
These funding firms are treating our courts like gambling houses. Because they
use complicated financial structures, they often pay lower taxes on their
profits than the injured people involved in the lawsuits—and in some cases, the
funders walk away with more money than the victims themselves.
Predatory litigation financing allows outside funders, including foreign
entities, to profit off our legal system, driving up costs and delaying
justice. This legislation will bring much-needed transparency and
accountability by taxing these profits and deterring abusive practices that
undermine the integrity of our courts.
