As written, the RFK Stadium deal gives Mayor Bowser, not the DC Council, the final sign-off on any amendments to it, conveniently teeing up for Bowser the ability to blame the council if her deal falls apart. The Council should spike the deal and take their time.

Metro has incorporated more transit-oriented development into its long-range plans, replacing parking facilities near rail stations with housing and other amenities. But these projects are concentrated in the more urbanized areas of the region, and still leave the question of what to do with other underutilized Metrorail parking facilities. Expanding the use of multi-day and overnight parking could expand transit access and ridership, and doesn’t require millions or billions of new dollars in capital costs; the roads, lots and garages already exist.
