Recovery and Rebuilding Rolling as Roads Reopen
 Just in time for the Memorial Day Weekend, more roads are reopening.
Pacific Coast Highway (PCH), also known as State Route 1, has been reopened through the Palisades Fire area. The roadway had previously only been open to first responders, construction crews and local residents.
The race to reopen the highway and clear parcels along the Pacific Ocean was performed in close coordination with local partners from the City and County of Los Angeles. All parties worked urgently to support local businesses who rely on summer visitors and tourism for critical revenue.
A robust security presence will remain at the neighborhood level.
With the busy summer months along the coast fast approaching, crews have worked around the clock – literally 24/7 – to demolish the damaged and collapsed homes, remove toxic ash and soot, repair the roadways, and install new utility equipment.
As part of the cleanup on PCH and in the Pacific Palisades, more than 100 U.S. Army Corps of Engineers crews, working with consisting of excavators, metal crushing equipment, and dump trucks, continue working to clear parcels damaged along the PCH removing over 1,200 truckloads of debris per day.
Be aware that repairs will continue even after two lanes in both directions are opened to the public. For the safety of repair crews and first responders, drivers are asked to please use caution while driving through the area, Move over if possible and helpful, and slow down. A 25 mile per hour speed limit will remain in effect.
Due to the volume of traffic expected over the holiday weekend and ongoing construction, drivers should expect delays on PCH. Please allow extra time for travel or find an alternate route to your destination.
Caltrans and the California Highway Patrol remind drivers that traffic fines can be doubled in an active work zone.
The City of Malibu has informed the public that PCH traffic signals are set for flashing red (approach as an all-way stop) at Topanga Canyon Boulevard, Big Rock Drive, La Costa Beach Club, and Carbon Canyon Road. All other traffic signals on PCH in Malibu will be in normal mode. Traffic signal modes may be changed temporarily, based on existing needs.
Visitors to Malibu are encouraged to take Malibu Canyon Road and Kanan Dume Road to access beaches, shops, restaurants, Malibu Pier, Malibu Lagoon, and other destinations west of the Palisades Fire burn area to avoid traffic congestion. Stopping in the burn areas is prohibited.
Los Angeles County Public Works has reopened Tuna Canyon Road in the Santa Monica Mountains. Drivers using Tuna Canyon Road will only be allowed to make a right turn to access PCH.
The County of Los Angeles urges all drivers to exercise caution when traveling mountain roads and other fire-affected areas. These communities are still undergoing post-fire debris removal and other maintenance activities. LA County Public Works crews will continue to monitor local streets to support the safety and accessibility of roadways throughout the region.

Disaster Recovery Centers Open for Memorial Day - Services are Moving as of June 2
 As the people of Los Angeles County continue to recover and rebuild from the unprecedented wildfires, the current Disaster Recovery Centers will be closing Saturday, May 31. County services will continue to be available to those impacted by the Palisades and Eaton fires at two new locations starting June 2:

 Owners of Properties with Fire Debris Who Didn't Opt-In to Government Debris Removal Program Need a Fire Debris Removal Permit by June 1
 Private property owners who have opted out of the government-sponsored debris removal program, or did not opt-in to that program, must hire an approved, specialized contractor to complete the work in full compliance with all applicable requirements, regulations and safety standards.
📅 Important Debris Removal Deadlines
🟢 June 1, 2025 - Fire Debris Removal Permit
All property owners who opted out or did not submit a Right of Entry (ROE) form must obtain a Fire Debris Removal (FDR) permit and hire a licensed contractor by June 1. If a permit is not obtained by this date, the property may be declared a Public Nuisance.
🟢 June 30, 2025 - Complete Debris Removal
Fire debris must be removed by June 30, 2025. If cleanup is not completed by this date, the property may be declared a Public Nuisance.
If a property owner fails to meet the above deadlines, the County may take steps to remove fire ash and debris from the property; the cost of this debris removal will be charged to the property owner. If not paid, the cost may be recovered through a lien on the property.
Property owners can receive an Eaton and Palisades Fire Debris Removal permit via the County’s EPIC-LA system. This permit allows home and business owners—and their authorized private contractors—to manage their own debris removal efforts while ensuring compliance with local, state, and federal safety and environmental standards. Appeal Process
An appeal process is in place for the properties that are subject to abatement. Details on how to submit an appeal will be included in the formal notices sent to property owners.
Both residential and commercial property owners must submit an appeal form if they wish to contest the Summary Abatement Notice and Order. Property owners have seven calendar days from the date the notice was posted, mailed, or published to submit their appeal. Late appeals will not be accepted.
Once an appeal is submitted, the Director of Public Works has seven calendar days to issue a response. The Director’s decision is final.

Self-Certification Pilot Program Launched to Speed Rebuilding in Unincorporated Areas
The Building Plan Self-Certification Pilot Program is designed to streamline plan review and help homeowners rebuild faster following the Eaton and Palisades Fires.
Under this program, California licensed architects and engineers can self-certify that their building plans comply with the Los Angeles County Building Code, eliminating the need for a full plan check review. Architects and engineers interested in participating in the program must register at recovery.lacounty.gov/rebuilding/self-certification.
In the coming weeks, a list of professionals registered to self-certify will be available at recovery.lacounty.gov/rebuilding. Only architects and engineers who register in advance will be able to self-certify plans.
Eligible projects include the replacement of single-family homes, accessory dwelling units (ADUs) and appurtenant structures that were damaged by the Eaton or Palisades Fire and are located in unincorporated areas of Los Angeles County.
To ensure accountability, a minimum of 20% of self-certified plans will be subject to random audits. All required approvals from other L.A. County departments – including Regional Planning, Public Health, and Fire – must still be obtained prior to the issuance of a building permit.
L.A. County Public Works will continue to offer traditional plan checks and other rebuilding tools, including preapproved standard plans that have already been reviewed for code compliance.
