2025 Industrial Stormwater Multi-Sector General Permit 

The MPCA has finalized the 2025-2030 Industrial Stormwater Multi-Sector General Permit (MSGP) with an issuance date of June 1, 2025 through March 31, 2030. A copy of the permit can be found on our Industrial Stormwater Program website. 

Please review the MSGP and begin to update your Stormwater Pollution Prevention Plans based on any new requirements. To help in this process we have created a document, also posted on our website, which includes many of the major changes to the permit. While we did attempt to capture all major changes in the document, a complete review of the permit should be completed by permittees to ensure compliance. 

2025-2030 e-Services permit application service remains unavailable

At this time, the application service for the 2025 permit and no exposure certifications remains unavailable in e-Services. There is nothing you need to do right now other than starting to update your Stormwater Pollution Prevention Plans. We will notify permittees once the application service is ready, which we anticipate to occur summer 2025.

Until you are able to apply for, and receive coverage under the 2025 permit, please stay compliant with all permit requirements in your existing permit. 

No Exposure Certification PFAS requirements update

After careful review, the MPCA will not be requiring facilities to monitor for per- and polyfluoroalkyl substances (PFAS) as a requirement to certify for No Exposure during the 2025-2030 permit cycle. Facilities will be required to meet all other No Exposure requirements to certify. While PFAS monitoring is not required to meet No Exposure at this time, facilities are encouraged to remain mindful of PFAS sources at their sites and take reasonable action to reduce potential exposure.
