Message from Congressman Scott Fitzgerald

Good afternoon, everyone, and happy Monday!

I’d like to kick off this week’s eNewsletter by highlighting a bill I recently introduced — H.R. 3437, the Insurance Data Protection Act.

The Federal Insurance Office’s (FIO) recent push to collect insurance underwriting data under the guise of climate risk is just another example of unelected bureaucrats advancing a political agenda that has no place in insurance regulation. The Insurance Data Protection Act curbs this federal overreach by repealing FIO’s coercive subpoena powers and strengthening safeguards for consumer data—so Americans can be confident their personal information isn’t being misused.

The MATCH Monopoly Doesn’t Just Pinch Paychecks—It Worsens the Doctor Shortage

The House Judiciary Committee last week held a hearing titled, “The MATCH Monopoly: Evaluating the Medical Residency Antitrust Exemption.” The hearing examined the United States' medical residency system, which is controlled by a monopoly that reduces competition, suppresses wages, and worsens the doctor shortage to the detriment of both medical residents and American consumers.

During my committee remarks, I discussed how the hearing asks a simple question: Will the next generation of physicians train in a free market, or under a government-sanctioned monopoly? Right now, the Accreditation Council for Graduate Medical Education (ACGME) and the MATCH, shielded by a medical residency antitrust exemption, control where future doctors train and what they’re paid. This closed system leaves thousands of qualified applicants without a residency slot each year—8,869 in 2024 alone. Without a residency, unmatched doctors can’t get licensed or board certified. The result? Fewer doctors at a time when we urgently need more.

Legislation to Protect Wisconsinites and the Most Vulnerable from Obamacare’s Medicaid Discrimination

Recently, I introduced the Ending Medicaid Discrimination Against the Most Vulnerable Act with Congressman Chip Roy.

For too long, taxpayers in Wisconsin and other states that made a conservative choice to not fully expand Medicaid under Obamacare have been forced to subsidize a program they do not use. It’s time to address this unfair funding structure. We must also address waste, fraud, and abuse within the program and ensure its long-term sustainability for those who need it most.

It was great meeting with students from Brookfield Central High School, who placed 6th nationally in the U.S. Department of Energy’s National Science Bowl—a nationwide academic competition that tests students’ knowledge in all areas of science and mathematics. They were the only high school this year to represent the state of Wisconsin—a tremendous accomplishment!

Letter Demanding Information on Handling of the Puerto Rico Electric Power Authority’s (PREPA) Bankruptcy

The Puerto Rico Electric Power Authority (PREPA) has wasted hundreds of millions of dollars enriching consultants and lawyers, while millions of Puerto Ricans suffer under blackouts. The Oversight Board must pay the utility’s creditors as ordered by federal court so that it can regain access to the necessary funding to restore reliable power to the island.

That is why I requested a briefing on the board’s handling of PREPA’s bankruptcy in the letter below.

Met with Sheriff Mark Lamb

Recently, I had the opportunity to speak with Sheriff Mark Lamb about the work we’re doing to get law enforcement more access to less-than lethal devices like tasers. I sincerely appreciate his support of my bill, the Law Enforcement Innovate to De-Escalate Act.
