Legislative Update

Dear Friends and Neighbors,

We’ve now entered the final stretch of the 2025 legislative session. What should have been a routine closing week has turned into a fast-paced race against the clock. Because Democrats stepped away for 23 days at the start of the session, we’re now facing a tight deadline to wrap up the work by Monday, May 19.

I want you to know that despite these challenges, I remain fully committed to fighting for you every step of the way. We’re working late into the nights in conference committees, pushing to finalize the budget and key policy decisions that affect our families and communities.

I do have good news to share. After tough negotiations, a global budget agreement is in place—a framework that puts Minnesota back on solid financial footing and lays the groundwork for responsible spending. While some details still need to be finalized, we’re moving forward with clear purpose.

This session, House Republicans have stood strong and delivered meaningful wins for Minnesotans, including:

*

*Cutting government spending:* This is the largest rollback of government growth in state history, reducing nearly half of the structural deficit caused by the 40% expansion two years ago.

*

*Protecting taxpayers:* We blocked new sales and income tax increases and defeated efforts to raise the Provider Tax.

*

*Preserving educational choice:* We successfully protected non-public pupil aid, ensuring ongoing support for religious, charter, and homeschool students.

*

*Rolling back costly mandates:* We froze enrollment and set a phase-out for taxpayer-funded health coverage for undocumented adults, capped the new Paid Family Leave payroll tax, and stopped the Northern Lights Express project—saving taxpayers hundreds of millions.

*

*Standing against waste:* We prevented new health mandates, fee hikes, and unchecked nonprofit spending.

I don’t take this work lightly. Every decision has real consequences for real people—your family, your neighbors, your community. That’s why I’m fighting hard to keep Minnesota affordable and fair.

Thank you for trusting me to represent you. Your voices keep me grounded and remind me why this job matters so much.

We’re almost there—let’s finish strong!

National Police Week: Honoring the Fallen, Supporting the Brave
1

As a retired patrol sergeant, National Police Week holds deep meaning for me. It’s more than just a moment of recognition—it’s a time to reflect on the tremendous sacrifices made by the men and women who wear the badge, and especially those who never made it home.

Throughout my career, I witnessed the courage, compassion, and quiet strength it takes to serve and protect our communities. Police work is not just a job—it’s a calling. And during this week, we honor those who answered that call with everything they had.

Across Minnesota and the nation, officers and families are gathering to remember the fallen—whether through solemn ceremonies at the Peace Officers Memorial, or through personal moments of remembrance in patrol cars, stations, and homes. Each name etched in stone represents a life of service, and a community forever changed.

To the families who’ve lost a loved one in the line of duty: we see you, we grieve with you, and we carry your loved one’s memory with us. Their legacy lives on not just in the stories we tell, but in the way we continue to serve with honor and integrity.

To my fellow officers—both retired and active—thank you. Your dedication does not go unnoticed.

This National Police Week, may we all take a moment to remember the cost of keeping our communities safe, and recommit ourselves to building a future that honors the courage and sacrifice of those who gave all.

We also had the privilege of passing an official House resolution officially recognizing May 15 as Peace Officer Memorial Day and May 11–17 as National Police Week. This wasn’t just procedural—it was heartfelt. It was about pausing, as a legislature and as a state, to say thank you to the brave men and women who protect and serve our communities, and to honor those who made the ultimate sacrifice.

There was a deep sense of respect on the House floor as we stood together in gratitude—for the officers still on duty, for those we've lost, and for the families who carry their memory every single day.

If you’d like to see that moment for yourself, you can watch the House resolution clip [here] [ [link removed] ]. It’s a powerful tribute, and I encourage you to take a few minutes to watch.

As Session Comes to a Close, My Door Stays Open

With just days left in the 2025 legislative session, things are moving fast at the Capitol. Final bills are being debated, deals are being made, and the decisions we make now will have a lasting impact on Minnesotans across the state.

Through it all, one thing hasn’t changed: "my door stays open."

Whether you’ve reached out with concerns about rising costs, local government challenges, or the impact of new mandates—thank you. Your input has shaped my priorities, guided my decisions, and reminded me every day who I’m here to serve.

Even as session wraps up, the work doesn’t stop. If you have a question about a bill, a concern about your community, or just want to make your voice heard, I hope you’ll reach out. I’m here to listen, and I take every message seriously.

You can always call or email me directly, and for up-to-the-minute updates, be sure to follow my Facebook [ [link removed] ] page.

It’s an honor to serve District 30B, and I’m committed to continuing the conversation long after the final gavel drops. Let’s keep working together to put Minnesotans first.

Sincerely,

Representative Paul Novotny
