Uncovering the Corruption Behind the Texas Lottery

Back in February, serious questions were raised about the integrity of the Texas Lottery. On the night of Monday, February 17, an $83 million winning ticket was sold in Austin. It turns out the retail location that sold the winning ticket at the front of the store was owned by the same courier service that purchased the ticket behind a wall in the back of the store.


I decided to investigate the situation myself.


I made an unannounced visit to a lottery retailer operated by a courier service owned by the sports betting company DraftKings. Within a week, the Texas Lottery Commission suddenly banned all courier services, and the Texas Rangers launched a broad investigation into the Commission.


Following that, I promised you this: if we couldn’t ensure the Texas Lottery Commission was operating in a way the public could trust, we would eliminate it. And that’s exactly what we did on Thursday with the passage of Senate Bill 3070.


Yesterday, by a unanimous vote of 31-0, the Texas Senate abolished the Texas Lottery Commission, moving the state lottery to the Texas Department of Licensing and  Regulation (TDLR) for a two-year trial period with new strict guidelines to prevent fraud and corruption, the elimination of courier services, and policies to ensure a fair game.

The Texas Senate Sends One of My Top Priorities, the Dementia Prevention and Research Institute of Texas (DPRIT), to Gov. Abbott’s Desk!

I created DPRIT and made it a top priority for this legislative session after visiting with many Texans suffering from Dementia, along with their families. Too many families in Texas know the ravages of Dementia. More than 500,000 Texans suffer from various forms of Dementia, and their families sadly suffer alongside them.


With Monday’s concurrence, the Texas Senate is sending DPRIT to the Governor’s desk to be signed into law. Texas will become the premier destination for Dementia prevention and research, and Texans will have access to the best Dementia care in the world, right here at home. I am proud of the legislature’s investment in this endeavor, and I know Texas families will benefit for generations to come.

Texas Senate Passes Patriotic Bill 🇺🇸

In a landmark move, Sen. Bob Hall, R-Edgewood, passed House Bill 2703 out of the Texas Senate yesterday, making Texas the first state in the nation to formally designate the entire month of July as American Patriotism Month.


With this legislation, Texans are encouraged to observe July not only in celebration of Independence Day, but also as a month-long tribute to the ideals of liberty, democracy, and national pride. God bless the U.S.A.!


Texas Is — and Will Always Be — Open for Business: Senate Bill 29 Signed Into Law!

The Texas economy is leading America into the mid-21st century with our pro-growth, conservative policies, attracting businesses to our state. We want companies to incorporate in Texas instead of Delaware. To do so, Texas must update its corporate laws to remain the crown jewel of America’s economy. SB 29 is a priority of the Senate and mine because these important changes will cement our dominant position in the global economy — and it has now been signed into law!

SB 29, by Sen. Bryan Hughes, R-Mineola, further cements Texas’ predictable legal framework for businesses. This bill will help attract companies to our state and bring greater prosperity to Texans.


Right before the bill signing on Wednesday, the Texas Senate passed House Bill 9 off the floor, which cuts taxes for small businesses by raising the exemption for business personal property from $2,500 to $125,000.


Follow the Progress of All My Top 40 Legislative Priorities

As most of you know by now, the Texas Senate has passed ALL its top 40 priority bills over to the Texas House.


As of today, the following priority bills from my top 40 list have been signed into law:


* Senate Bill 2 – Providing School Choice
* Senate Bill 14 – Texas DOGE – Improving Government Efficiency
* Senate Bill 29 – Texas: Open for Business


With the clock ticking, the House must prioritize and deliver conservative priorities to the governor’s desk. The Senate has passed them already. It is time to begin moving Senate bills in the House.


June 2, Sine Die (end of session), is only a few short weeks away. Texans are watching the House with great interest.
