Recently, we asked you to take action and call on your representatives to join a bipartisan letter calling for critical reforms to the Bureau of Land Management’s Wild Horse and Burro Program. Now, the Senate is considering its own appropriations language request, and we need your help!
Every year, the BLM removes thousands of wild horses and burros from their homes on public lands—only to warehouse them in overcrowded government holding facilities. In Fiscal Year 2024, the agency spent over $100 million on this broken system while allocating less than 4% of its budget to proven, humane fertility control programs.
We have a chance to change that.
Right now, there is a bipartisan letter ciriculating in the Senate that includes the following provisions in the Fiscal Year 2026 bill:

Require the BLM to dedicate at least 10% of its Wild Horse and Burro Program budget to humane, reversible immunocontraceptive fertility control

Prohibit funds from being used for inhumane sterilization surgeries, including ovariectomies.

Require the BLM to relocate wild horses to suitable HMAs and Herd Areas instead of placing them in off-range holding

Utilize cameras on helicopters, traps, and holding facilities used in roundups

Study alternatives to the use of helicopters and manned fixed-wing aircraft in the management of wild horses and burros

Prohibit any funds from being used to incentivize adoptions and encourage the BLM to replace cash incentives with veterinary vouchers to protect wild horses and burros from the slaughter pipeline
This commonsense, bipartisan language will save taxpayer dollars, promote transparency, and—most importantly—help ensure that America’s iconic wild horses and burros remain wild and free. Call on your senators now to sign on to the letter!
