Wis. Admin. Code chs. DHS 75, 101, 104, 105, and 107 Economic Impact Comment Period

This is a request for comments on the economic impact of draft proposed rule changes to Wis. Admin. Code chs. DHS 75, 101, 104, 105, and 107, community substance use services standards, medical assistance certification, and reimbursement for certain substance use services.

The proposed rule changes:

  • Expand access to integrated care for individuals with co-occurring mental health and substance use disorders at the outpatient, intensive outpatient, and day treatment levels of care.
  • Remove barriers for providers across various treatment levels.
  • Enhance crisis stabilization services to include community settings.
  • Align state standards with federal regulations to allow expanded prescribing of Schedule III buprenorphine medication for opioid use disorder while removing hepatitis testing requirements.
  • Align medical assistance program coverage with the program updates for intensive outpatient and day treatment/partial hospitalization services.
  • Identify the staff who are qualified to provide and be reimbursed for services related to substance use disorders.

We are soliciting information and input from individuals, businesses, associations representing businesses, local governmental units, and others who may be affected by the proposed rule changes for use in analyzing and determining the economic impact that the proposed rule changes would have on businesses, individuals, and others.

Comments on the proposed rule changes will be accepted through May 26, 2025.
