Complete Health Park Founder Charged with Multiple Felonies for Misusing State Grant Funds

*LANSING* – Today, Michigan Attorney General Dana Nessel announced multiple felony charges against David Coker Jr., 51, of Clare, related to his management of a legislative grant awarded to Complete Health Park, a non-profit Coker established to develop a health and recreation complex.  

The 2023 State Budget included a $25 million appropriation for a “community health campus pilot project,” – earmarked by former Speaker of the House Jason Wentworth. Coker, who founded the non-profit entity Complete Health Park one month before the state budget was signed into law, applied for the grant through the Michigan Department of Health and Human Services (MDHHS) that October. Later that year, Complete Health Park’s board of directors authorized Coker to manage the nonprofit’s finances and entered into a contract with IW Consulting – an entity owned and operated by Coker – to oversee development of the project. 

It is alleged Coker failed to disclose to MDHHS his financial ties to IW Consulting, as required by the grant agreement, before paying himself on behalf of Complete Health Park. 

In December 2022, Coker submitted a financial status report to MDHHS seeking disbursement of more than $9 million in grant funds, including more than $820,000 categorized as “other expenses.” On January 9, 2023, MDHHS released $9.9 million in grant funds to Complete Health Park controlled by Coker. 

That same day, Coker allegedly transferred the full “other expenses” amount – $820,632 – to IW Consulting based on two invoices he allegedly both authored and approved. It is also alleged these funds grossly overstated the value of services rendered and were part of a scheme orchestrated by Coker to divert public funds for personal gain. 

“The vast majority of projects that are funded through our state appropriations process support valuable, much needed programing in our communities,” Nessel said. “Today, we allege Mr. Coker secured the contract for this grant without disclosing to the state that he was paying himself through an LLC, and that he embezzled money from a nonprofit, Complete Health Park, which is a violation of the law and the people’s trust. My office stands ready to investigate and prosecute bad actors who seek to take advantage of taxpayers’ funds, regardless of how well connected they are.” 

Coker was arraigned on May 14th in the 54A District Court (PDF) [ [link removed] ] on the following charges: 


* One count of Conducting a Criminal Enterprise, a 20-year felony; 
* One count of Larceny by False Pretenses, in an amount greater than $100,000, a 20-year felony, for allegedly submitting to MDHHS the financial service report seeking grant disbursal to cover, among other items, $820,632. Prior to the submission of the invoices, Coker did not disclose his role in IW Consulting to MDHHS. His nondisclosure of this conflict of interest before or at the time the FSR was submitted, constituted a false pretense. 
* Two counts of Larceny by False Pretenses in an amount greater than $100,000 for allegedly submitting each of 2 fraudulent invoices from IW Consulting to the Complete Health Park non-profit; 
* Two counts of Embezzlement by an Agent, more than $100,000, a 20-year felony, for allegedly approving, on behalf of Complete Health Park non-profit, each of the two IW Consulting invoices.  and transferring hundreds of thousands of dollars into his personal bank accounts and enriching himself at CHP’s expense.  
* One count of Misappropriation of Public Monies, a high misdemeanor punishable by a term of incarceration up to 2 years in duration. 

“The Michigan Department of Health and Human Service (MDHHS) Office of Inspector General (OIG) is committed to aggressively investigating the criminal activities of individuals who attempt to subvert taxpayer dollars intended for the health care of Michigan residents. OIG works to ensure fiscal stewardship of taxpayer dollars and proper use of resources for the benefit of all citizens by ensuring funds for MDHHS programs are available to the residents that truly need them, and that taxpayers’ money is spent on its intended purpose,” said Stacie Sampson, Inspector General. 

This matter was referred to the Department of Attorney General in August of 2023 from the Department of Health and Human Services’ Office of Inspector General, following concerns brought to DHHS by state legislators concerning potential misconduct. 

A preliminary exam will be held on May 30th at 8:30 am.
