May 2025 | Pre-Convention Issue
Aloha Republican ‘Ohana,
We are now just days away from the 2025 Hawai‘i Republican Party State Convention on Kauai. This could be our second to last newsletter before this event, and I want to ensure that every delegate, leader, and volunteer is informed and prepared for what lies ahead.
The 2025 State Convention will be held on Saturday, May 24 and Sunday, May 25. These two days are about choosing the direction with new bylaws, the leadership, and the principles we will carry into the next election cycle.
Credentialing
Credentialing will open on Saturday, May 24 and Sunday, May 25 at 7:30 a.m. each day and close promptly at 10:00 a.m.
All delegates must be credentialed on both days in order to maintain their voting eligibility. Failure to complete credentialing on either day will result in loss of delegate status. Those arriving after 10am, will be allowed into the convention, but you will be allowed in as a guest.
Ticket Purchase Deadline
Delegates must purchase their official convention ticket through Zeffy no later than Tuesday, May 14 at 5:00 p.m. HST.
Anyone who has not registered and paid by this deadline will not be able to participate in the upcoming convention.
The Zeffy platform has been selected specifically because it charges no fees to non-profits, allowing us to maximize every dollar for Party-building efforts.
Intent to Run Deadline
Anyone wishing to run for a State Officer position must submit their Declaration of Intent to Run no later than Friday, May 16 at 5:00 p.m. HST. No late submissions will be accepted under any circumstance. Each candidate must submit their own documents and their own collected 25 signatures of qualified delegates.
Convention Agenda Highlights
* May 24: Voting on proposed Bylaws Amendments
* May 25: Election of State Officers
We are anticipating a strong turnout and an exciting lineup of candidates from across the islands who are ready to serve. Your voice and vote will play a crucial role in determining the direction we take.
Progress Since September 9, 2023: A Year of Restoration and Momentum
When I accepted the role of State Chair on September 9, 2023, I stepped into a challenging situation. The Party was burdened with debt, internal division, and a lack of operational structure. But with prayer, perseverance, and a dedicated team of supporters and volunteers, we began to rebuild.
Here is just a portion of what WE have accomplished together:
Financial Stability and Reform
* Removed the lien on the HRP Headquarters building
* Caught up on past due taxes
* Submitted and passed the Party budget twice, per HRP bylaws
* Prevented fines and penalties through diligent compliance and financial discipline
* Sold the HRP Headquarters building for $1.2 million—$220,000 over appraisal
* Invested proceeds in financial CDs for stability: $25,000 (6 months) and $175,000 (12 months)
* Negotiated with OLRW to ensure full cooperation during the building sale process
* Adjusted and eliminated unnecessary expenditures
* Developed Standard Operating Procedures (SOPs) for both finances and building use
* Technological and Operational Upgrades
* Launched a new HRP website and integrated Zeffy for ticketing, donations, and credentialing
* Recovered access to our Facebook, Instagram, and GOPHawaii.com email accounts
* Working to restore control of the Party’s original Twitter (X) account
* Reformatted the donation forms to be more user-friendly and compliant
* Reconnected and updated Mailchimp for regular communications
* Created an HRP YouTube channel for training and outreach
* Updated Presidential Caucus training videos, credentialing forms, and documents
* Fundraising and Community Events
* Hosted the 2024 Presidential Caucus
* Organized or participated in statewide events:

- Leadership Development and National Recognition
* Completed all three levels of the RNC GROW Program:
Level 1: $5,000 awarded
Level 2: $15,000 awarded
Level 3: $30,000 awarded
* HRP appointed to RNC Grassroots Committee by Mike Whatley
* Participated in RNC Winter, Spring, and summer meetings
* Trained and supported volunteers through weekly leadership meetings and specialized videos
* Developed the HRP Membership Card Program, currently in progress
* Signed required documents for the Nomination of Donald J. Trump
* Structural and Legal Improvements
* Conducted multiple hearings and began addressing historical complaints that had long been ignored
* Cleaning up data in the GOP Data Center
* Engaged with legal counsel to review past lawsuits, successfully dismissed
* Engaged Dhillon Law Group to serve as general counsel
* Improved transparency by opening up access to minutes, financial records, and procedures
* Collaborated with Rules and Platform Committees in preparation for the 2024 State Convention

Looking Ahead: Unity, Focus, and the Future
As we approach the Convention, one question I continue to be asked is: “Tamara, will you run again?”
My answer is still not certain.
This role is not easy. Leading a Republican Party in one of the most deeply Democratic states in the nation requires fortitude, patience, and endurance. The division within the Party goes back decades. Year after year, documents, news reports, and meeting records reveal the same recurring theme...obstruction, infighting, and power struggles. These habits have cost us dearly.
But we are now at a turning point. The burdens of the past, particularly the building, no longer weigh us down. The road ahead is clearer. And we have the chance to do what many thought impossible: win elections in Hawai‘i.
If I run again, it would be to focus on:
* Strengthening the grassroots
* Developing additional training programs
* Mobilizing coordinated campaign efforts
* Promoting election integrity
* Holding the line for constitutional values
But whether I run again or not, this mission does not belong to one person. It belongs to all of us.
Each of you, Precinct Presidents, District Chairs, County Chairs, officers, and volunteers, has given your most valuable asset...your time. And time is something we can never get back. I urge each of you to stay focused on your role, your responsibilities, and your contribution to the greater cause.
We are at war, not just politically, but culturally and spiritually. This is not a time for us to shoot at each other. It is a time to close ranks, to hold the line, and to aim our energy at the real opposition, the destructive ideologies that seek to weaken our nation and divide our communities. This is by design, do not continue to fall for it.
Regardless, I want to thank each of you (whether you are friend or foe), for your faith, your energy, your commitment, your prayers, and even your opposition. Every challenge taught me something. Without them, I would not have learned the extent of the bylaws, Robert’s Rules of Order, or the strength of my own convictions.
I took an oath as an Army Veteran, an oath that never expires. I stand today not just for my country, but for the tiny hands and small voices who will one day inherit it. I fight for them. And I know many of you do too.
Let us finish this chapter strong, together.
God bless you.
God bless Hawai‘i.
God bless Donald J. Trump.
And God bless the United States of America.
With sincere gratitude,
Tamara McKay
