Real progress requires honest reflection.

Love146 is a member of Connecticut’s Regional Human Trafficking Recovery Task Force, which just released a major report mapping the journeys of trafficking victims, through various systems over time, and then examining where those systems support them—and where they fall short.

This report shows a posture of thoughtful, high-impact investment—naming where resources are truly needed most and offering a model other states can learn from. It will now serve as a roadmap for improving our response to human trafficking.

Even though the report focuses on Connecticut, the findings resonate far beyond. The report identifies 7 key challenges for improving response and care.
1. Decentralized Oversight
2. Varied Systems & Processes
3. Inconsistency in Data Collection & Sharing
4. Policy & Legislative Gaps
5. No Formal Adult Victim Response
6. Resource & Funding Constraints
7. Limited Focus on Labor Trafficking
