REAMS REPORT

Dear Friends and Colleagues,

I know you’re busy, so before we get to what’s going on in Washington, I first wanted to thank all those who attended the CRES’ Energy Leadership Summit in Washington, D.C.!

With over 250 attendees, the Summit was a smash hit. I can’t overstate how much your partnership means to each and every one of us on the CRES team.

We brought together representatives of the Trump Administration, Members of Congress, industry leaders and stakeholders to kick off our Summit at the Royal Sonesta in Washington, D.C.

The Summit included armchair discussions as well as remarks from six members of Congress, Sen. John Curtis (R-Utah) and Reps. Buddy Carter (R-Ga.), Juan Ciscomani (R-Ariz.), Jen Kiggans (R-Va.), Bob Latta (R-Ohio) and Mariannette Miller-Meeks (R-Iowa). The event focused on the importance of embracing an all-of-the-above approach as we advance America First energy policies.

CRES is also grateful to those who came to represent their industries, including Invenergy, Pattern Energy, ExxonMobil, PG&E, CIP, Crux, Electric Hydrogen, GE Vernova, Honeywell, Nexans, Ocean Winds and Topsoe. Their support makes our work and events like this possible! If you missed the event at the Royal Sonesta, you can read all about it here in our recap blog.

With that, we now turn to reconciliation, where CRES is carefully watching progress in the House after the initial bill text was released by the House Ways and Means Committee. CRES hopes members will take this opportunity to bridge the gap in the committee’s bill to bolster American energy and manufacturing. American businesses require certainty to expand energy supply and onshore factories—protecting and increasing American jobs and lifting local economies.

We believe Congress should preserve the effectiveness of targeted energy tax credits, and ensure important provisions in current law, such as transferability, remain in place. Since 2022, these tax credits have catalyzed more than $502 billion in announced private sector investments.

Please don’t hesitate to reach out to learn more about how we can work together to protect policies that strengthen American energy dominance.
Sincerely,
Heather Reams
CRES President

WHAT CRES IS HEARING
“As Members of the House Republican Conference, we write to voice our strong support for preserving the Clean Electricity Investment Tax Credit (ITC), Section 48E, and Clean Electricity Production Tax Credit (PTC), Section 45Y. These provisions play a vital role in advancing American energy independence, spurring domestic manufacturing, reducing electricity costs for families and businesses, and strengthening U.S. competitiveness at a time of significant electricity demand growth.” – 12 Members of the House Republican Conference, led by Conservative Climate Caucus Chair Mariannette Miller-Meeks, in a statement ([link removed]) .
––
“...The DOI supports a sustainable and responsible all-of-the-above energy approach, which includes oil and gas, coal, geothermal, solar and strategic minerals—all of which may be developed on public lands and subject to free markets.” – a DOI spokesperson in a statement ([link removed]) .
––

“The question isn’t renewables or non-renewables. It’s not fossil fuels or no fossil fuels. The real question is this: Will it be the United States, or will it be someone else? This Administration gets it—America must lead the world in affordable, reliable, and clean energy.” – Sen. John Curtis (R-Utah) in a statement ([link removed]) .
––

“As Vice Chair of the @Climate Caucus, it was an honor to speak at @CRESenergy’s Energy Leadership Summit about all-of-the-above, pro-growth energy polices to address our nation’s pressing energy challenges.” – Rep. Juan Ciscomani (R-Ariz.) in a statement ([link removed]) .
––

“…By responsibly phasing out subsidies for technologies like wind and solar and ensuring foreign adversaries like China and Russia can’t exploit American tax benefits, we are safeguarding both our energy independence and our taxpayers. Energy security is national security, and the bottom line is that in order to increase American energy dominance, we need to protect as much production and innovation as possible. I am proud to introduce this legislation and help secure America’s energy future!” – Rep. Jen Kiggans (R-Va.) in a statement ([link removed]) .

WHAT CRES IS SAYING

About the initial bill text from the House Ways and Means Committee...
"We hope members will take this opportunity to bridge the gap in the committee’s bill to bolster American energy and manufacturing. American businesses require certainty to expand energy supply and onshore factories—protecting and increasing American jobs and lifting local economies. Congress should preserve the effectiveness of targeted energy tax credits and ensure important provisions in current law, such as transferability, remain in place. We look forward to continuing working with Republicans to address these issues and to ensure that American energy dominance utilizes all the energy resources at our disposal.” – CRES President Heather Reams in a statement. ([link removed])

About CRES Forum’s New Blue Hydrogen White Paper...
“Strengthening American energy leadership while advancing economic and environmental goals requires an all-of-the-above approach to energy. One tool that presents an extraordinary opportunity to ensure we utilize our resources at home is blue hydrogen—an economic engine for states and localities. Without consistent federal policy, the U.S. is at risk of lagging behind other countries that are investing aggressively in hydrogen. With smart, targeted policy solutions like the 45V clean hydrogen tax credit, we unlock private investment, create tens of thousands of good-paying jobs and ensure the United States maintains its competitive edge.” – CRES President Heather Reams in a statement ([link removed]) .

About the Certainty for our Energy Future Act...
“CRES is grateful for the leadership of Reps. Kiggans, Garbarino, Valadao, Newhouse and Amodei on introducing the Certainty for Our Energy Future Act. Right sizing policies in parallel with offering business and investment certainty is both critical and commonsense. As America seeks to beat China in the global AI race, legislation like this strengthens our nation’s competitive edge while also ensuring American energy remains abundant and affordable.” – CRES President Heather Reams in a statement ([link removed]) .

About Keeping intact Smart Clean Energy Tax Credits...
“The fiscal wing of the party is saying we can't have them all," Citizens for Responsible Energy Solutions President Heather Reams told Axios, referring to the tax credits. "So this is not an easy thing to do." – CRES President Heather Reams in a statement ([link removed]) .
