The Snohomish County Growth Management Act (GMA) Comprehensive Plan is now available on our webpage. The 2024 Comprehensive Plan was adopted in December 2024 and plans for the next 20 years of residential and employment growth in the county. Snohomish County has won the Planning Association of Washington Award for best comprehensive plan for a large county. In recognition of work done on the latest update, the Planning Association of Washington (PAW) and American Planning Association of Washington’s (APA WA) awarded Snohomish County the 2025 Annual Award for Excellence in Planning in the category of Comprehensive Planning for Large Cities and Counties. With the adoption of the 2024 Comprehensive Plan Update, PDS published a report summarizing the successes and future recommendations of the public engagement outreach process. Engagement for the Update occurred between 2021 to 2024, and the report provides a detailed overview of the process and timelines, outlining how PDS staff adhered to the outreach goals and strategies established in the 2021 Communication Plan. In March, staff from Planning and Development Services (PDS) Long Range Planning, Permitting, Code Enforcement divisions as well as the Department of Public Works (DPW) tabled at the Tulalip Resource Fair. The Tulalip Tribes hosted the event at the Tulalip Resort Casino as an opportunity for community members to speak with staff from Snohomish County, Tribal departments, and other community organizations to learn about available resources and learn about how to get involved with future planning efforts. The 2024 Annual Tree Canopy Monitoring Report was published on January 31, 2025. Since 2014, Snohomish County has produced an annual Tree Canopy Monitoring Report, which details the amount of tree canopy preserved and planted for new residential permits in urban unincorporated portions of the County. We are excited to share two new dashboards showing important information related to tree canopy coverage, and housing. Long Range Planning Staff within PDS have launched a new dashboard in conjunction with the latest Tree Canopy Monitoring Report, showing cumulative data contained in Tree Canopy Monitoring Reports spanning 2014-2024, and provides information on the amount of 20-year tree canopy coverage contained on projects compared to the amount required by code. The County is proposing the creation of a new Light Rail Community (LRC) zone that will define the standards for development near future light rail stations in unincorporated Snohomish County. The LRC zone will be within the Urban Core Subarea (see map) and is proposed near planned future light rail station locations at Ash Way, Mariner, and SR 99/Airport Road. This zone is intended to support high-density residential, commercial, office, and community service uses that are pedestrian and transit oriented. Read more... |

The Mariner Area Active Transportation Study (also known as the 128th Street SW Area Multimodal Improvements Study) aims to identify projects that improve safety and comfort for people who walk, roll, or bike in the area. The County’s Office of Energy and Sustainability is leading an effort for a Communitywide Climate Resiliency Plan (CwCRP) that reviews the current and ongoing efforts of County government to address flooding, wildfires, extreme weather events, sea-level rise, and water availability and gathers information from community members to better understand areas for improvement.
