 Private property owners who have opted out of the government-sponsored debris removal program, or did not opt-in to that program, have a deadline of June 1, 2025 to obtain a Fire Debris Removal (FDR) permit and hire a licensed contractor.

Los Angeles Regional Small Business Legal Aid Program Expanding
 The Los Angeles County Department of Economic Opportunity, in partnership with the City of Los Angeles Economic and Workforce Development Department (EWDD), Bet Tzedek Legal Services, and Public Counsel, is expanding access to free legal support for small businesses through the Los Angeles Regional Small Business Legal Aid Program.
The Legal Aid Program offers no-cost educational legal workshops and Academies, 1:1 counseling, and referrals for pro bono representation with expert legal organizations for eligible small business owners across the LA region on a range of topics, from landlord and tenant questions and contracts to small business setup and employment law.

Multiple Programs Are Available to Help Small Businesses Recover
 For both the Eaton Fire and Palisades Fire areas, the Los Angeles Area Chamber of Commerce has launched a Small Business Recovery Fund.
The grant applications will be reviewed on a first-come, first-served basis. The application window is currently scheduled to remain open through June 6, 2025, subject to available funds.

 The Los Angeles County Development Authority (LACDA) Altadena Disaster Relief Small Business Loan Program is here to help fire-impacted Altadena businesses.

Applications will be accepted through May 31, 2025, with awards made in June 2025 by the City Council. Eligible expenses will include rent, payroll, inventory replacement, equipment repairs, utilities, marketing, and other recovery-related costs.

 Owners of Properties with Fire Debris Who Didn't Opt-In to Government Debris Removal Program Need a Fire Debris Removal Permit by June 1
 Private property owners who have opted out of the government-sponsored debris removal program, or did not opt-in to that program, must hire an approved, specialized contractor to complete the work in full compliance with all applicable requirements, regulations and safety standards.

Important Debris Removal Deadlines
đ˘ June 1, 2025 - Fire Debris Removal Permit
All property owners who opted out or did not submit a Right of Entry (ROE) form must obtain a Fire Debris Removal (FDR) permit and hire a licensed contractor by June 1. If a permit is not obtained by this date, the property may be declared a Public Nuisance.
đ˘ June 30, 2025 - Complete Debris Removal
Fire debris must be removed by June 30, 2025. If cleanup is not completed by this date, the property may be declared a Public Nuisance.
If a property owner fails to meet the above deadlines, the County may take steps to remove fire ash and debris from the property; the cost of this debris removal will be charged to the property owner. If not paid, the cost may be recovered through a lien on the property.
Appeal Process - An appeal process will be in place for the properties that are subject to abatement. Details on how to submit an appeal will be included in the formal notices sent to property owners.
Property owners can receive an Eaton and Palisades Fire Debris Removal permit via the Countyâs EPIC-LA system. This permit allows home and business ownersâand their authorized private contractorsâto manage their own debris removal efforts while ensuring compliance with local, state, and federal safety and environmental standards. A "Like-for-Like" rebuild is the construction of a house that is the same or similar to the house that existed prior to the fires and offers homeowners a streamlined review and shorter approval time.
The workshop will include an overview of the zoning and permitting process, making it ideal for design professionals and builders. Homeowners are also welcome to attend.
