Email from Rep. Tenney Congresswoman Tenney's Weekly Newsletter   Have Questions? Contact Me Here Announcing our FY26 Community Project Funding Submissions This week, we announced the 15 projects we submitted to the House Appropriations Committee for Fiscal Year 2026 (FY26) Community Project Funding (CPF) process. The CPF process allows municipalities and non-profits to submit federal funding requests for high-priority community projects with strong local support in New York’s 24th Congressional District to return tax dollars back to our district. The 15 projects I submitted on behalf of our district aim to improve essential infrastructure, enhance public safety, and revitalize our local communities. Each application was subjected to a rigorous review process to ensure that it is a sound use of taxpayer dollars and that applicants have a clear and accountable plan to spend funds on targeted projects within a year. I remain committed to advocating for these projects throughout the appropriations process and will continue to be a strong voice for protecting your hard-earned tax dollars while representing our district in Congress. $2,000,000 for the City of Lockport’s Phase III - Erie Canal Flight of Five Locks $1,000,000 for the City of Oswego Police Department’s New Police Station $4,275,000 for Jefferson County’s Installation of Runway 10 Omni-Directional Approach Lights at Watertown International Airport $2,000,000 for Orleans County’s Public Safety Building Vital Improvements for Safety and Security $2,000,000 for Schuyler County’s Emergency Operations Center $5,000,000 for the Town of Lyons’ Resurgence of the Town of Lyons Canal Street District $3,300,000 for the Town of Phelps’ Sanitary Sewer Distribution Project $1,000,000 for the Town of Throop’s Water Improvements Project $2,475,000 for the Town of Torrey’s Water District #2 Resource Improvements $10,000,000 for the U.S. Army Corps of Engineers’ work on Genesee County’s water needs $3,000,000 for the Village of Geneseo’s Water and Sewer System Improvements $1,500,000 for the Village of Mexico’s Water System Improvements $3,000,000 for the Village of Waterloo’s Sewer System Improvements and Wastewater Treatment Plant Upgrades $4,000,000 for Wayne County’s Rural Health Services Building Renovation $3,000,000 for Wyoming County’s Silver Lake Dredging Project Celebrating Military Mothers at the White House Thank you to President Trump and First Lady Melania Trump for welcoming military mothers to the White House this week. It is encouraging to see this administration’s strong support for our military and their families, recognizing their sacrifices and ensuring they receive the respect and resources they deserve. As the mother of an active-duty Marine, it is a true honor to stand among so many who share that bond. I am deeply grateful for my son, Trey, and his service to our country. Introducing Legislation to BAN Federal Funding for Gender Transition Procedures Taxpayers should never be required to pay for high-risk and irreversible gender transition surgeries. I have introduced the No Subsidies for Gender Transition Procedures Act to ensure that American taxpayers will not be forced to subsidize individuals looking to mutilate themselves. This would apply to both minors and adults and apply to as many federal funding streams as possible. We are working to guarantee that not a dime of federal funds will be used to pay for gender transition procedures. READ MORE: EXCLUSIVE: GOP Senator Sets Out To Codify Trump Order On Transgender Surgery Funding Supporting Expectant Mothers and Their Families Being pro-life means supporting mothers and their babies during every phase of life. This week, I reintroduced the More Opportunities for Moms to Succeed (MOMS) Act to provide essential resources and assistance during pregnancy and the earliest stages of motherhood and childhood to ensure mothers and babies receive the care and support they deserve. We must ensure that all mothers receive the physical, emotional, and financial support necessary to carry their pregnancies to term, support themselves and their newborn babies, and ultimately choose life. As your representative in Congress, my top priority is championing legislative initiatives that benefit you and your families. Each week, I review numerous bills and letters, engaging in thorough discussions with members of our community to determine which actions to support and address your needs. Below are a few bills I recently cosponsored. H.R.3259, the Post Quantum Cybersecurity Act: This bill advances the rapid deployment of post quantum cybersecurity standards across the United States economy and supports United States cryptography research. Quantum computing will allow our adversaries to easily infiltrate material secured by pre-quantum cryptography standards. This makes it critical for the United States government to transition to post-quantum cryptography standards in order to ensure that sensitive data remains secure in the future. This also supports the important work being done at the Air Force Research Lab-Rome in Rome, NY for quantum research and post-quantum standards. H.R.3155, Childcare for American Families Act: This bill will increase the Employer-Provided Childcare Tax Credit (Section 45F) amount businesses can claim. Additionally, this bill would direct the Internal Revenue Service (IRS) to create an outreach program to educate employers. Supporting employer-provided childcare centers will assist American families in the workforce and expand childcare opportunities throughout NY-24. H.R. 2683, Remote Access Security Act: This bill closes a loophole in U.S. export control law that has allowed companies connected to the Chinese Communist Party (CCP) to access restricted American technology through cloud services. As cloud computing and storage capabilities develop, the U.S. must maintain strict security measures against CCP-backed exploitation of remotely controlled computer systems, which allows for intellectual property theft and malware installation. H.R. 3044, No Vaccine Mandates in Higher Education Act: This bill would stop federal funding for any higher education institute that requires students or staff to receive a COVID-19 vaccine as a condition of attendance or employment. The decision to receive the COVID-19 vaccine is between a student or employee and their doctor, not their university or the government. This legislation ensures that colleges and universities adhere to the principles of civil liberties and freedom. Transparency in Congress and a well-informed electorate are vital to preserving our self-governing Constitutional Republic. My constituents deserve to know how their members of Congress vote, which is why I have explained every vote I have cast in Congress since I was first elected. To read more about my votes and see the full list with explanations of all the legislation considered this week by the House, please click here. Monday, May 5 I voted “Yes” on H.R. 530, the ACES Act. This bill initiates a research agreement between the Department of Veterans Affairs (VA) and the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct a study of toxic exposures associated with military occupations for any military aircrew member. This legislation will allow the VA to further study and understand the effects of military service on aircrews across all branches of the armed forces. Additionally, this legislation also extends limits on pension payments to institutionalized veterans, ensuring that veterans receive the benefits they have earned while they are seeking medical assistance. This bill passed by a vote of 376-5. I voted “Yes” on H.R. 36, the MEGOBARI Act. This bill requires a comprehensive sanctions review of Georgian officials that have undermined Georgia’s democracy and sovereignty. International election observers raised concerns over the legitimacy of Georgia’s recent election due to Russian. Iranian, and Chinese Communist Party interference. This bill will ensure that the U.S. supports the Georgian people in their desire for democracy without Russian or Chinese influence, and deepen the relationship between the United States and Georgia. This bill passed by a vote of 349-42. Wednesday, May 7 I voted “Yes” on H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act. This bill takes a critical step to defend against the attempts of the Chinese Communist Party (CCP) to infiltrate higher education institutions by restricting Department of Homeland Security (DHS) funds to colleges and universities that have relationships with Confucius Institutes, the Thousand Talents Programs, or other Chinese entities of concern. The CCP has been increasing its attempts to gain access to critical research and steal over $500 billion worth of U.S. intellectual property annually. I strongly support efforts to safeguard taxpayer dollars against Chinese influence and protect against attempts to undermine our research institutions. This bill passed by a vote of 266-153. I voted “Yes” on H.R. 1503, the Stop Forced Organ Harvesting Act. This bill would create new sanctions for those involved with forced organ trafficking and would require the State Department to update its annual Country Reports on Human Rights Practices with information about forced organ trafficking. The Chinese Communist Party (CCP) has long engaged in forced organ trafficking by harvesting individuals’ organs by force and then trafficking them within China and abroad. This bill will help combat this heinous practice by the CCP and uphold international human rights. This bill passed by a vote of 406-1. Thursday, May 8 I voted “Yes” on H.R.276, the Gulf of America Act. This legislation cements a bold reaffirmation of American identity by codifying part of President Trump’s Executive Order 14172, Restoring Names That Honor American Greatness. Central to this order is the permanent renaming of the body of water formerly known as the Gulf of Mexico to the Gulf of America. Issued on President Trump’s first day back in office, the executive order reflects a broader initiative to reclaim geographic names in a manner that celebrates American strength and sovereignty. As the world’s largest gulf, with over 1,700 miles of U.S. coastline, this vital region is not only rich in cultural history but also serves as a critical engine of economic activity for the nation. This bill passed by a vote of 211-206. Casework Success Story An Oswego County constituent was traveling internationally and went through the proper process with the State Department to renew her Passport. Unfortunately, she had not received the passport within two weeks of her flight. Our office was able to intervene with the State Department, and she was able to obtain her passport before her travel date. "[Your staff] was amazing and so helpful we cannot be thankful enough.
