The Town of Clearmont, Clearmont Wyoming, will conduct a public meeting at 6:00 pm MDT, local time, on Tuesday May 27th, 2025, in the Town Hall of Clearmont, 1605 Pennsylvania Ave, Clearmont, WY 82835. The purpose of the meeting is to allow citizens to review and comment on the following project: Town of Clearmont Water Main Replacement: Phase I Meade Ave. The Town of Clearmont who owns their own water system, needs to continue replacing and improving our DIP waterline/distribution lines that were installed in 1980-1983. Meade Ave is a high priority for our community due to a WYDOT project scheduled for summer of 2026. We would like to replace the distribution/waterline prior to the US HWY 14-16 mill and overlay project funded by WYDOT.
At the meeting, the Town of Clearmont will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at Clearmont Town Hall, 1605 Pennsylvania Ave, Clearmont WY. Based on current cost estimates, the Town of Clearmont plans to borrow $1,201,690.00 from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. Sheridan County Capital Facility Tax and increased user fees will repay the loan. The average water rate increase is estimated to be 8% per calendar year to help repay the loan. Loan terms will be 0.5% interest rate, with 67% principal forgiveness ($805,132.30) and a 30-year repayment term for the remaining 33% ($396,557.70). This project may qualify as an Equivalency project in conjunction with the WYDOT Highway project, therefore changing our interest rate to 0%.
