Celebrating Actions for Coloradans on Education, Housing, Public Safety and Signing Landmark Housing Bill Into Law |
Yesterday, we celebrated the end of the successful Colorado 2025 legislative session. To kick off the next 30 days of bill signings, I signed SB25-002 - Regional Building Codes for Factory-Built Structures to break down barriers to modular housing and create more housing options faster and at lower cost.
During this session, we took major actions that will create more housing Coloradans can afford, support students and educators, cut through government red tape, improve safety across the state, and protect Colorado from attacks by Washington D.C.
We also celebrated the transformative impact of Colorado universal preschool that in its first year, moved Colorado from 27th to 3rd nationally for preschool enrollment, saving families thousands and giving our youngest learners a strong start.
I’m proud of the work that got done these last few months, but we know our work is far from over, and while I look forward to signing and working to implement these new laws, we will also continue looking for new opportunities to make life better for all Coloradans.

An Overview of the Progress from This Year’s Legislative Session |
During my 2025 State of the State address, I outlined key priorities for the legislative session to build on Colorado’s work to break down barriers to housing, improve public safety in Colorado communities, and invest in students and educators. These priorities resulted in new laws that will help reduce costs and strengthen Colorado communities.

MORE HOUSING NOW:I’m proud that this session we are answering Coloradans’ call for more housing at lower costs. We are building on the progress made last year to narrow the gap between supply and demand and unlock more housing that Coloradans can afford.
We are making it easier for innovative housing solutions, including modular, to build more housing faster and at lower cost. These types of construction bring considerable time and money savings, where some modular homes can be built in roughly 18 working days - compared to about one year for traditionally built homes. This translates to savings of roughly 20% on the cost of construction and 40% in time savings.
We are empowering builders to build smart stair apartments or homes that fit neighborhood needs, rather than forcing developers to build massive one-size-fits-all apartments that take up entire city blocks.
And we are making condo ownership more available to more people. We know that condos often start at a lower price point, providing a lower barrier to entry for home buyers, and a path to wealth building, and I am excited for the many opportunities this will bring to allow condo supply to finally catch up with demand.
And as we celebrate the progress made, we know there is more work to be done to unleash housing supply and lower housing costs.

IMPROVING PUBLIC SAFETY:We continue to drive progress toward making Colorado one of the ten safest states in the nation.
We are cracking down on crime by adding first-degree motor vehicle theft to the list of crimes that make a person ineligible to possess a firearm, increasing the penalty for firearm theft and careless driving, while
investing new funding into CBI’s gang database to prevent crime.
In my State of the State address I called for the legislature to implement the voter-approved Proposition 130, and we’ve done that by increasing support for law enforcement and ensuring the families of fallen officers get the support they need after losing their loved one in the line of duty.
We are also boosting support to prevent and reduce youth crime, including with expanded resources for youth, and increased bed capacity at the Division of Youth Services, so young adults who do enter the criminal justice system can get back on track, stay closer to home, and get the support they need faster.

I am also thrilled to sign bills fully funding schools and supporting Colorado’s workforce, driving Colorado’s economy, preserving the Free State of Colorado, and achieving bold climate goals and improving air quality. During a tight budget environment, we are making smart investments in education and public safety, protecting health care and essential services, while leading with fiscal responsibility.

As we celebrate the progress we’ve made, we know there is more work to be done to cut costs, expand housing supply, and make life in Colorado better for everyone. While the legislative session has now wrapped up, for us the work is just getting started and I look forward to signing new laws over the next 30 days to deliver real results for Coloradans.
