Last week, Governor Josh Green hailed the legislature’s passage of SB1396 — creating the climate impact fee, or “green fee,” which will help Hawaii mitigate the impacts of climate change and the roughly 10 million visitors we welcome to our shores each year.

“This legislation, which I intend to sign, is the first of its kind in the nation and represents a generational commitment to protect our ‘āina,” Governor Green said. “Hawaii is truly setting a new standard to address the climate crisis, and I want to thank lawmakers for their unrelenting work these past two years in bringing this to fruition."
SB1396 will increase the state’s portion of the Transient Accommodation Tax (TAT) collections from 10.25% to 11%, and also apply the tax to cruise ship passengers disembarking in the state.
The climate impact fee will generate an estimated $100 million annually, which will go towards climate-related disaster mitigation and addressing the impacts of tourism on Hawaii’s natural environment — including conserving forestland, dealing with the effects of drought and fire, and addressing the battered shorelines and eroding beachside roads at popular tourist destinations.
“Given the devastation we saw on Maui in August of 2023, this measure is crucial because it will help us to deal with wildfire risk resulting from the climate change crisis,” Governor Green said. “It is foundational to our ability to provide a safe and secure Hawai‘i for our children, our residents, our visitors and the environment.”
Governor Green also celebrated the passage of HB431, which establishes the Ohana Zones initiative as a permanent program under the Office on Homelessness and Housing Solutions — providing nearly $100 million in further funding for the governor’s kauhale initiative, which is on its way to completing 30 housing communities statewide and cutting homelessness in half by the end of 2026.
