 A New Way Forward for Colorado: Governor Signs Agreement on Historic Moffat Tunnel

Today marks an exciting and historic day for the future of rail in Colorado. This morning, I joined Union Pacific Railroad President Beth Whited, to sign a historic lease agreement for Colorado’s Moffat Tunnel, building on the 99-year lease that previously governed Moffat Tunnel and the relationship between State – who owns the Tunnel – and Union Pacific railroad – who operates the tunnel. 

This new agreement follows the Memorandum of Understanding signed on November 1, 2024, and includes a 25-year lease, a 25 year access agreement for Mountain Passenger Rail, and finalizes the purchase and sale of the Burnham lead line which will unlock transit-oriented development potential for the Burnham Yard property. 

These three agreements demonstrate a new model of collaboration as we embark on an exciting new era of partnership, where Union Pacific will continue to facilitate the commerce needs of Colorado and the country, while expanding passenger rail service to get Coloradans and visitors where they want to while saving time and money, cutting traffic and pollution.

Mountain Rail Service will soon run year-round from Denver Union Station to Winter Park, to Fraser, to Granby, Steamboat Springs, Craig and Hayden, a corridor renowned for its scenery and beauty.

Moffat Tunnel has a storied history - opened nearly 100 years ago, Moffat Tunnel quite literally laid the tracks for Denver to be the bustling commerce hub it is today.

Before the tunnel was built, it took trains five hours to get up and over Rollins Pass. The tunnel shortened that time to twelve minutes and cut 173 miles off of the trip from Denver to Salt Lake City.

Moffat Tunnel is a testament to the vision, innovation, and economic opportunity that is part of who we are in Colorado, and I am excited about the many opportunities ahead to build on this legacy with more transportation options and economic opportunities for Colorado.

The 34th Annual Governor’s Art Show runs from Saturday, May 3rd through June 14th at the Loveland Art Museum (503 N Lincoln Ave. Loveland, CO 80537). It is one of the largest fine art shows to exclusively feature Colorado artists, introducing the public to over 60 of Colorado’s top fine artists.
