*Incidental Take Notice For Douglas County*
*MADISON, Wis.* – The Wisconsin Department of Natural Resources (DNR) proposes to issue a permit for the incidental taking of a rare plant, which may result from the East 5th Street Reconstruction Project in Douglas County.
Incidental take refers to the unintentional loss of individual endangered or threatened animals or plants that does not put the species' overall population at risk.
The city of Superior is proposing to complete street reconstruction, storm sewer and water main replacement for sections of East 5th Street and portions of six crossing streets between 24th Avenue East and 31st Avenue East. The Project also involves the reconstruction and improvement of two intermittent creek crossings where existing culverts will be replaced or improved. The total estimated disturbed area is 6.6 acres.
The presence of the state threatened seaside crowfoot is confirmed within the project site. DNR staff determined that the proposed project may result in the incidental taking of some plants.
The DNR concludes that the proposed project is not likely to appreciably reduce the likelihood of the survival or recovery of the species within the state, the whole plant-animal community of which it is a part of or the habitat that is critical to its existence.
Conservation measures to minimize the adverse effect on the threatened species will be incorporated into the proposed Incidental Take Permit. Copies of the jeopardy assessment and background information on the seaside crowfoot are available by visiting the DNR's Incidental Take Public Notices webpage [ [link removed] ] or upon request from Stacy Rowe, DNR conservation biologist, at
[email protected] or 608-228-9796.
The public is encouraged to submit written comments regarding project-related impacts to the seaside crowfoot by May 15, 2025 to:
