But this year stands out. In January, cuts and funding freezes to crucial USDA programs pulled the rug out from under many farmers. This is the time of year they create business plans and secure funding, and yet income that is due to them through USDA contracts is being withheld. On top of that, staffing cuts and office closures have made it harder for farmers to get the answers they need.
