Almost 60 years ago, in a watershed moment for our movement, the Animal Welfare Act was passed. This landmark law is meant to protect over a million animals housed in puppy mills, roadside zoos, and research facilities, and yet repeat offenders who continue to violate basic standards of animal care receive little to no consequences. As a result, countless animals are suffering needlessly. Many of these are serious violations, including failing to seek veterinary treatment for animals who are visibly emaciated, sick, injured, or unable to walk. But it doesn't have to be this way.

Dogs in breeding facilities for laboratories are being killed instead of receiving veterinary care for easily treated conditions. Dogs are denied food or are forced to eat food containing maggots, mold and feces. Even puppies are dying from blatant neglect. Meanwhile, in puppy mills around the country, pregnant and nursing dogs are being denied adequate nutrition or basic veterinary care for easily preventable disease. Sick and underweight puppies are born into filthy conditions and denied the urgent veterinary care they need to have a fighting chance at life.
We can’t afford to wait and let this nightmare continue. The Better CARE for Animals Act is one of the strongest animal protection bills proposed in Congress. It will give the U.S. Department of Justice the tools to collaborate more effectively with the U.S. Department of Agriculture to better enforce the Animal Welfare Act, finally holding puppy mills, biomedical research facilities and more accountable for serious and repeated violations of the law. But it is going to take consistent pressure to pass this bill into law, and we’re counting on your support to fuel our efforts in the months ahead.
