The Texas Department of Family and Protective Services (DFPS) is excited to announce the release of the April 2025 update to the Texas Child-Centered Care (T3C) System Blueprint.
The T3C System Blueprint is a guide to help Texas foster care stakeholders understand the framework and parameters for T3C’s service packages and add-on services. DFPS will continue to update the T3C System Blueprint quarterly (January, April, July, October) to include revisions (if necessary) and detailed information related to transition and implementation of the T3C System.
You can find the updated version of the T3C System Blueprint, and any previous versions of the document, on the DFPS Texas Child-Centered Care webpage. You can also find a change log that details the changes made in the most recent Blueprint, along with prior updates.

GRO Interim Credential Application Update
For providers applying for the GRO Interim Credential Tier I: Emergency Emotional Support and Assessment Center Services Package, be aware that a technical change was made to Section III.C.3 to better align with Appendix II.A. The GRO Interim Credential Application was updated in April 2025 to reflect this. No change was required for the GRO Full Credential Application. To be sure that you have the most recent version of the GRO Interim Credential Application, clear your browser history, click the application link, and verify the April 2025 revision date appears in the top right corner.
