Puerto Rico's new Civil Code - passed in the midst of the COVID-19 pandemic by a conservative governor - removes past protections for LGBTQ people and uses contradictory language for updating birth certificates, creating an unnecessary burden on trans citizens. At a time when the number of murdered trans people continues to grow, we must enshrine LGBTQ protections at all levels of government.
