Updated WARN Act layoffs from EDD primarily cover layoffs from earlier weeks. The number of permanent layoffs including both from worker layoffs and establishment closures are now growing, rising to 14.7% of the total since March. This shift illustrates the additional challenges to the state’s economy to achieve recovery as the reopening period now begins.

As indicated, the bulk of filings cover layoffs at the beginning of the economic shutdown. Notices covering layoffs in June and July reflect levels closer to those in the prior years. Notices covering these periods will continue to be filed, however, as the Governor’s executive order eliminated the nonfiling penalties temporarily but kept the filing requirements in place. The data below removes duplicates in the EDD data file.

By city, Los Angeles led with 10.1% of all layoffs, followed by San Diego at 6.6% and San Francisco at 6.4%.
