Hello from Capitol Hill.

Welcome back to another week out-of-session in Washington. Progress continues to be made on President Trump’s agenda amidst a backdrop of domestic and international developments. Members of Congress remain in-district (or El Salvador, for some) for this last week of recess while committees continue to draft the reconciliation bill to enact President Trump’s agenda. This bill will include a debt ceiling increase to cover the spending needs of the Trump administration for at least two more years. Simultaneously, policymakers have been awaiting the Treasury’s determination of the nation’s X date - when the government must enact “extraordinary measures” and functionally cannot pay for its outlays. Treasury is expected to declare the date once tax receipts have been analyzed, with the date proper being sometime in the fall or winter. The proclamation of the X date adds a new dynamic to the budgetary process and puts more pressure on lawmakers to complete their work on the reconciliation bill.
House Republicans plan to bring the reconciliation bill to the floor on the week of May 19th.

Secretary of Defense Pete Hegseth initiated a major shakeup of his office’s top brass at the end of last week, firing Senior Advisor Dan Caldwell, Deputy Chief of Staff Darin Selnick, and Chief of Staff to the Deputy Secretary of Defense Colin Carroll. This shakeup follows alleged leaking of high level military information from someone close to the Secretary and reporting that the Secretary participated in another Signal group chat featuring sensitive information (alleged in a Politico opinion-piece from a former Pentagon employee). Hegseth’s response ([link removed]) was punchy: “What a big surprise that a few leakers get fired and suddenly a bunch of hit pieces come out from the same media that peddled the Russia hoax…” President Trump similarly shook off ([link removed]) the notion that he is displeased with Hegseth’s performance or involvement with the Signal chats.

The administration’s conflict with Harvard University escalated this week, with the university filing a lawsuit contending that their freedom of speech is being violated by Trump’s withholding of grant funding. The White House argues that, because Harvard has allegedly failed to protect Jewish students from antisemitism, “Taxpayer funds are a privilege, and Harvard fails to meet the basic conditions required to access that privilege.” Department of Education Secretary Linda McMahon said that negotiations were going well with Harvard before the school decided to sue.

Google is dealing with an “existential threat ([link removed]) ” as the Department of Justice is seeking to break up the tech monolith for its illegal violation of antitrust laws. This suit was filed under the first Trump administration, advanced under Biden, and came to a head under the current DOJ. Just this week, court proceedings began to determine what penalties Google will be subject to after a court found the company illegally monopolized the search marketplace. Earlier this month, a separate court found that Google was also an illegal monopolist in the digital ad marketplace. Similarly, Mark Zuckerberg’s Meta is facing an antitrust suit from the Federal Trade Commission - many commentators see this as the cause for Zuckerberg’s newfound proximity to President Trump.
