It's time for police reform.
The movement is in our streets, led by justice-seeking Americans. Our country is fed up with the violent assault and death of black Americans.
But the movement must also be in halls of Congress. That's why this week, I joined with Congressional Democrats to introduce a first-time ever comprehensive federal police reform plan. We call it the Justice in Policing Act.
Here are the core elements:
*Establish national standards for police departments.
*Create a database for police encounters, so nothing slips through the cracks.
*Keep meticulous data on police misconduct. Step up accountability.
*Reinvest in community programs--don't just throw extra money at enforcement.
*Ban chokeholds. Ban no-knock warrants. Punish violators to the full extent of the law.
Our proposal will achieve these goals by reallocating existing police funding into better accountability and critical community services.
Our plan is comprehensive, because transparency and accountability need the rule of law behind it--not just good intentions or spoken promises.
This bill won't be a panacea, but it's a good first step toward transparency and accountability. I'll continue the fight in Congress for real, lasting reform.
In the meantime, keep fighting, friends. Keep taking to the streets and pressuring our elected leaders to do the right thing. It's working.
